North and South Wings Willard C. Flagg House.—Willard Flagg was a member and Corresponding Secretary of the University's first Board of Trustees. He had much to do with its early development. William Lincoln Noble House.—The late Doctor William L. Noble served as a member of the Board of Trustees from 1921 to 1933 and was also President of the Board during a part of that time. H e strongly advocated the construction of men's residence halls. Herbert Jewett Barton House.—Professor Barton served as Professor of Latin and Chairman of the Department of Classics for thirty-five years. H e also served as Secretary of the University Senate or general faculty during most of that time. Carl Leonard Lundgren House.—Carl Lundgren was Head Baseball Coach and Assistant Director of Athletics for a number of years.

POWER P L A N T

William L. Abbott, a distinguished alumnus of the University, Class of 1884, has been identified with the power industry of Illinois for over fifty years. H e served as a member of the Board of Trustees of the University for eighteen years and as President of the Board for sixteen years. Your committee recommends that the University's power plant at Urbana be named the William Lamont Abbott Power Plant.

ENTOMOLOGY BUILDING

This building formerly housed the College of Law, of which the late Judge Oliver A. H a r k e r served as Dean for many years. Your committee recommends that this building be named the Oliver Albert Harker Hall. Respectfully submitted,

PROPOSED AMENDMENT TO BY-LAWS

Mr. Jensen presented also a recommendation of the Committee on General Policy that Section 7 of Article IV of the By-Laws be amended to read as follows (new matter is printed in italics):

Sec. 7. Any matter proposed for consideration by the Board may, at the discretion of the President of the Board, be referred to a committee for study and report before being brought before the Board in open meeting. Committees shall consider all matters referred to them as soon as may be and carry out the orders of the Board in so far as they are empowered by the Board specifically to do so, and shall report their recommendations or action in writing as soon thereafter as may be.

Mr. Jensen offered a motion that this amendment be adopted. On request of Mr. Livingston, action on this matter was deferred.

UNIVERSITY ADVISORY COMMITTEE

Mr. Jensen reported also that the Committee on General Policy had approved a list of prominent citizens from which the members of the University Advisory Committee were to be drawn (see Minutes, August 5, 1941, page 416). This matter was discussed. Members of the Board were asked to submit additional names at their pleasure.
