PURCHASE OF COAL FOR CHICAGO DEPARTMENTS (31) A letter from the Purchasing Agent, transmitted by the Comptroller. September 25, 1941

DEAR PRESIDENT W I L L A R D :

The purchase of coal for State institutions is made on the basis of bids received annually by the State Purchasing Agent, the awards being made by a Coal Committee appointed for the purpose. The law requires that "all contracts for coal purchases shall be let to secure as nearly as is practicable a fair distribution of employment to the miners employed throughout the State." This procedure has included the Research and Educational Hospital. In June, 1941, the specifications were issued and bids received, including the usual requirements for the Research and Educational Hospital. The State Purchasing Agent, Colonel E d w a r d Davis, was informed that as the University assumed control of the Hospital July 1, 1941, any contract for coal would be awarded by the Board of Trustees and he was asked to submit a summary of the bids for such action as we considered most favorable to the University. The summary of bids was submitted as requested (copy attached). At the time the Physical Plant Department was conducting investigations to determine the proper coal for the equipment. As it appeared that it would be some time before we would have sufficient information to justify a recommendation we advised Colonel Davis that we desired to disregard the bids received and to call for new bids when our tests were completed. About September 1st Colonel Davis called and stated that the Coal Committee in making awards had included the Research and Educational Hospital and asked that we come to Springfield to discuss the matter. Accordingly, on September n t h , Mr. C. E. Markland and I conferred with Mr. Medill, Director of Mines, and Mr. Keeble ( ? ) , Fiscal Auditor, members of the Coal Committee, and they asked that we agree to their recommendation. W e informed them that any award would have to be by the Board of Trustees and that we were conducting tests to determine the most economical coal for the plant. They stated that the task of making allotments to comply with the law was considerable and that if we did not accept their recommendation their work would have to be repeated. We asked them to put the request in written form and we received the enclosed letter from Colonel Davis. Following are the recommendations made by the Coal Committee: Original J. A.
