organize the entire set up subject of course to your approval and the Board of Trustees. W h e r e the Alumni Association has been successful it has been because there has been a driving dynamic force controlling the affairs of the Association. Unfortunately, we do not have such a person in our set up and 1 do not believe that we shall ever get anywhere until this has been done. This probably will involve the expenditure of more money than is now called for in our budget and I address this communication to you with the hope that you and the Trustees will consider this possibility and perhaps give us additional help if and when we are prepared to move on this program. In addition it may be necessary for us to expand field agents of the Alumni Association for the reason that it is obviously impossible for one person to do all the jobs now assigned to the field secretary. Some revision here is required for the reason that we should attempt to improve our local clubs, setting up new clubs where none now exists and generally follow a plan of organization which has been successfully adopted by such associations as Michigan. H e r e again there may be a need for the setting up of a larger budget to cover this type of effort. Then too, we should consider the possibility of improving the make up of the Alumni News, setting up of a general plan of solicitation both for gifts to (he University and to cover the expenses of the Association, divorcing of the records from the Association, and many other proposals which we may make in our formal report to you. Much of our planning may depend upon what the Board of Trustees finally does with respect to the proposal that a Vice-President be created to handle public relations' matters. W e think that this proposal should be adopted because we think there should be a general revision not only from the Alumni Association standpoint but from the University as well. W e think that the time has come for setting up of a constructive plan that will correct the weak spots and we trust that you and the Board will give serious consideration to our tentative proposals and that you may keep the door open for our concrete proposals which we expect to make at an early date. PLANS FOR THE BAND BUILDING (36) The Director of the Physical Plant Department presents sketches and preliminary plans for the Band Building, with a request for authority to prepare detailed plans and specifications and to ask for bids on the construction of the building.

On motion of Mr. Livingston, authority was granted as requested.

SEPTEMBER MEETING

The Board adjourned, to meet after the opening of the University in September, on the call of the President.
