TUITION FEES PAYABLE BY STUDENTS W H O ARE IN THE ARMY OR NAVY (24) A number of the enlisted men stationed at the Air Corps Technical School at Chanute Field are registered in the University for part-time programs of instruction. T h e tuition fees charged for a part-time program of undergraduate work is the same for residents and non-residents of Illinois, up to eight semester hours. For schedules totaling more than eight hours the full tuition is charged—$40 for residents and $80 for non-residents of Illinois. A number of the men from Chanute Field do not meet in all respects the University rules defining residence in Illinois. So long as they do not register for more than eight semester hours of work this makes no difference, but occasionally one of them desires to register for more than eight hours. T h e Registrar requests authority to classify as a resident of Illinois any student who is in the active service of the United States Army, Navy, or Marine Corps, while stationed within the State. I recommend approval.

On motion of Mr. Jensen, this recommendation was adopted.

UNIVERSITY CIVIL SERVICE APPOINTING OFFICERS (25) As previously reported, the General Assembly of Illinois has passed, and the Governor has approved, an act providing that all employees of the University shall be exempt from the classified civil service of the State as heretofore provided, and the Board of Trustees is required to set up a classified civil service within the University for all non-academic positions with the exception of administrative, professional, and scientific positions. T h e passage of this act means that the University is no longer subject to the supervision of the State Civil Service Commission. However, all persons employed heretofore under State Civil Service will constitute the classified civil service of the State in relation to the University of Illinois, and no appointments shall be made except in accordance with the regulations set up by the Board of Trustees. All employees of the University who were certified by the State Civil Service Commission on the date the act went into effect will receive certified status in the University. All individuals in non-academic positions who were on temporary employment as of that date or who may be employed subsequent to that date will be subject to such rules and regulations governing the classified civil service in the University of Illinois as may be approved by the Board of Trustees. A considerable period of time will be required to work out details relating to the new procedure. An advisory committee of members of the faculty and administrative staff will be needed to draft classifications and rules for consideration by the Board of Trustees. In the meantime it will be necessary to handle various civil service problems on a temporary or subject-to-examination basis, and it will also be necessary to use temporary forms for this purpose. T o that end, some person should be authorized to act as a representative of the Board of Trustees to prepare and sign temporary forms and handle all procedure which may be required.
