S E N A T E B I L L 170 A N ACT to amend Section 1 of "An Act in relation to the founding and operation of Research and Educational Hospitals of the State of Illinois," approved July 3, 1931Be it enacted by the People of the State of Illinois, represented in the General Assembly: Section 1. Section I of "An Act in relation to the founding and operation of Research and Educational Hospitals of the State of Illinois," approved July 3, 1931, is amended to read as follows: Sec. 1. "Department" as used in this act means the Department of Public W e l f a r e ; "University" means the Board of Trustees of the University of Illinois; and "Research and Educational Hospitals" comprises the University Clinical Institute, the Out Patient Department of the University, the Institute for Juvenile Research, the Illinois Surgical Institute for Children, the Psychiatric Institute and such other hospitals, institutes and infirmaries as may be added thereto by agreement of the Department and the University. T h e Medical and Dental Colleges of the University of Illinois may be operated in conjunction therewith to such extent as may be deemed practicable and subject to agreement with the University.

JAMES WILFORD GARNER MEMORIAL F U N D (21) F o r m e r students and colleagues of the late Professor James Wilford Garner, for many years H e a d of the Department of Political Science and one of the University's most distinguished men, have offered the University of Illinois approximately $1,500 to establish the James Wilford Garner Memorial Fund to be used for loans to worthy students in political science. This gift could be administered under the general regulations and conditions governing student loan funds. I recommend acceptance of this offer. O n m o t i o n of M r s . G r i g s b y , t h i s g i f t w a s a c c e p t e d w i t h a p p r e ciation. GIFTS TO T H E UNIVERSITY (22) T h e following report of gifts received by the University since the last report: 1. T h e Kelco Company, San Diego, California, $300, to cover a study on factors that alter calcium ultilization. 2. T h e Estate of Lydia E. P a r k e r Bates (late of Maroa, Illinois), $1,351.20, for the establishment of the "Lydia E. P a r k e r Bates Fund for the Advancement of Fine A r t s " for the aid of deserving students of promise in the study of some one or more of the fine arts at the University of Illinois or elsewhere. 3. Nutrition Research Laboratories, Chicago, $325 a month, beginning April I, 1941, and continuing through March 31, 1942, to continue the research program being carried on in the Department of Physiology in the College of Medicine under the supervision of Dr. C. I. Reed. 4. T h e F a r m Foundation, Chicago, $100 for the honorarium of one of the speakers on the F a r m and H o m e Week P r o g r a m of the College of Agriculture.
