retired member would be available to make replacements and revisions in the staff and salaries of the department to the extent that may be required in each individual case. On the death of a retired staff member the amount of his retiring allowance would be available to provide for additions to the retiring allowance budget. Such a change would be even more advantageous if a new plan for providing retirement and death benefits is adopted in which a fund is built u p during active service to meet these obligations. This practice is followed in the budgets of most other institutions. Accordingly, I recommend that, beginning with the internal budget for 1941-1942, all retiring allowances be consolidated into one budget with the item of death benefits, and carried as an item of general expense. F o r the purpose of indicating that persons on retirement a r e emeritus members of a particular department, names and titles will be shown in departmental budgets, but without provision for their retiring allowances.

On motion of Mr. Davis, this procedure was authorized.
