independent fire station and carry its own risks, or purchase this protection from insurance companies. The Physical Plant Department is studying this problem. O n motion of D r . Meyer, this m a t t e r was referred to the Committee on Buildings and Grounds for study and report. W.P.A. M U S E U M EXTENSION PROJECT (34) The Work Projects Administration has asked the University of Illinois to undertake the sponsorship of a state-wide museum extension project, calling for a total expenditure of $2,293,695, of which $616,842 would represent the contribution of the sponsor (the University and cooperating agencies). T h e President of the University was asked to secure more information on this matter.

APPOINTMENT OF MISS JEAN SIMPSON AS ASSOCIATE PROFESSOR OF HOME ECONOMICS

(35) The Dean of the College of Agriculture recommends the appointment of Miss Jean Simpson, Assistant Professor of Household Science at the University of Toronto, as Associate Professor of Home Economics and Associate Chief in the College of Agriculture and the Agricultural Experiment Station for one year from September I, 1941, at a salary of $3,600. I concur in this recommendation. On motion of M r . Jensen, this appointment was made as recommended.

APPROVAL OF THE MINUTES

T h e Secretary presented the minutes of the meetings of the Board of September 27, October 2 1 , November 14, and December 5, 1940, and ( f o r record) the minutes of meetings of the Executive Committee of September 27, October 21, and December 5, 1940. On motion of Mr. Jensen, the minutes, as corrected above, were approved and received for record respectively as printed on pages 27 to 150 above.

VICE CONDITIONS IN UNIVERSITY COMMUNITY

(36) On June 8, 1939 (Minutes, page 352), the Board received a report from the President of the University on a plan for continuous measures to combat vice conditions in the University community. This report was approved, and the President was requested "to cooperate with the citizens of Champaign and Urbana in the elimination of vice, offering such assistance as the Board may properly and legally give." I submit herewith a report on activities pursuant to these instructions and on the present status of conditions in the University community. This report was received for record, and the Secretary was instructed to send to Director C. S. H a v e n s of the Physical Plant Department an expression of its appreciation of the value and effectiveness of his work for the improvement of these conditions.

GENERAL UNIVERSITY ADVISORY COMMITTEE

(.37) It is recommended that the Board of Trustees authorize the appointment, by the President of the Universit3r, of a permanent "General University Adv i s o r Committee" on which he may call, from time to time, for aid in promoting the University's development and welfare, and for advice on questions of policy, particularly those affecting the University's public relations. The committee in mind should consist of 60 or 75 prominent citizens with the following general qualifications: Men who are prominent in business or
