Mr. Cleary requested that this matter be considered in connection with and after the presentation of the item on the modification of the agreement with the Department of Public Welfare. Accordingly, the next item was presented before discussion of items 3 and 4.

AGREEMENT W I T H DEPARTMENT OF PUBLIC WELFARE RELATING TO THE OPERATION OF THE RESEARCH A N D EDUCATIONAL HOSPITALS (4) At its meeting on November 14, 1940 (Minutes, page 118), the Board of Trustees unanimously recommended to the Governor that the administration, operation, and maintenance of the Research and Educational Hospitals, now the joint responsibility of the University of Illinois and the Department of Public Welfare, be transferred to the University. The Governor stated that he would approve all necessary steps to effect this transfer. It will be necessary to revise the existing agreement with the Department of Public Welfare and this revision is now under way. It is desirable that the revised agreement be executed by both parties as soon as possible. I therefore recommend that this agreement when revised be referred to the Committee on the Chicago Departments and that if the Committee approves the agreement the President and Secretary of the Board be hereby a u t h o r e d to execute it for the University.

Dean Allen reported that he and President Willard had conferred with representatives of the State Department of Public Welfare, and presented the substance of the proposals covered by items 3 and 4, as planned during the conference on November 14, and that the representatives of the State Department had requested that the plan be drafted and presented to the Board and the Department for introduction into the General Assembly. Final action on the budget was deferred. The President of the University, Dr. Allen, Dr. Meyer, and Mr. Davis were requested to confer with the Governor-elect before the introduction of bills or the conclusion of the agreement.
