I recommend: 1. Authorization of the sponsorship of this program by the University of Illinois. 2. An appropriation of $1,260 from the current year's General Reserve Fund to the Registrar's Office for the purpose of meeting the University's estimated pro rata share of the cost of the Illinois High School Testing Service. In further support of this recommendation are submitted the following: 1. Request from the President of the Illinois State Principals' Association dated November 19, 1940. 2. Budget Summary, Illinois High School Testing Service and Test Distributing Service, 1940-1941, 1941-1942, 1942-1943. 3. Budget of Gross Expenditures, 1940-1941, and Tentative Allocation of Budget Items, 1941-1943. 4. Memorandum on Participation of High Schools in the Proposed Illinois High School Testing Service.

Mr. Jensen commented on this service. After discussion and on motion of Mrs. Plumb, the recommendations were adopted and the appropriation made, by the following vote: Aye, Mr. Cleary, Mr. Davis, Mr. Jensen, Mr. Mayer, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Karraker, Dr. Meyer, Mr. Stelle, Mr. Wieland.

LEAVES OF ABSENCE (2) A recommendation that leaves of absence be granted the following members of the staff for the reasons and periods and under the conditions indicated in each case: 1. Dr. Roger G. Barker, Assistant Professor of Education, sick leave with pay from November 11, 1940, to February 1, 1941, or so much thereof as may be necessary. 2. Miss Sylvia H. Shaver, Order Assistant in the Library, sick leave with pay for one month from October 18, in addition to the 15 days' sick leave allowed by the Civil Service Commission. 3. Mr. John C. Miles, Instructor in Mechanical Engineering, sick leave with full pay from September 30 to November 4, 1940. 4. Mrs. Juanita Gates, Stenographer in the Public Information Office, sick leave with full pay from November 25, 1940, to January 6, 1941, or so much thereof as may be necessary, including the 15 days' sick leave allowed by the Civil Service Commission. 5. Mr. Adel B. Carson, Typist in the Business Office, one year from December 12, 1940, without pay, for military service. 6. Laborers in Physical Plant Department: Willard Land, November 6, 1940, to January 7, 1941; J. B. Jones, November 4 to December 7, 1940; Ray Goddard, October 15 to December 31, 1940, or as much thereof as may be necessary;—each with full pay. In each case the leave is in addition to vacation and sick leave allowances provided under Civil Service regulations. 7. James E . Branch, Associate in Architecture, one year from January 6, 1941, without pay, on account of military service. Mr. Branch is a captain in the National Guard and has been advised that his regiment will be called into service on January 6, 1941.

On motion of Mr. Cleary, these leaves were granted as recommended. At this point, Dr. Meyer took his place with the Board.
