Funds are available in the state capital appropriations to the University for 1961-63 from the Universities Building Fund and have been released. I concur.

On motion of Mr. Pogue, this recommendation was approved.

COLLEGE OF EDUCATION BUILDING (29) The Dean of the College of Education and its Executive Committee recommend that the new building for the College now under construction be officially designated as "The College of Education Building." I concur. O n m o t i o n of M r s . W a t k i n s , t h i s n a m e w a s a p p r o v e d . ILLINI GROVE (30) A group of residents of Urbana-Champaign have submitted a petition addressed "To the President and the Board of Trustees of the University of Illinois" that Illini Grove "be maintained in its present condition as a beautiful wooded area for use by the students, faculty, and alumni of the University and the citizens of Urbana-Champaign for recreational purposes," and that in the event a change in the use of Illini Grove is contemplated, they be given an opportunity to appear at a meeting of the Board of Trustees. I submit the petition, as requested. In replying to those representing the petitioners, I have pointed out that there is no formal recommendation before the Board for the use of Illini Grove as a building site in the near future or for any change in the present use of that facility. The petition has already been answered and no further action is required. PURCHASES (31) The Director of Purchases has proposed and the Vice-President and Comptroller recommends the following purchases. Unless otherwise specified, the purchase in each case is recommended on the basis of lowest acceptable bid. The recommendations are presented in two categories: purchases from Appropriated Funds (i.e., from state appropriations to the University) and purchases from Institutional Funds. The latter term is used here to designate funds received by the University under contracts with the United States government, contracts with private corporations and other organizations, from foundation grants and grants from corporations and other donors, and University revolving funds authorized by law.
