REPORT OF COMMITTEE O N GENERAL POLICY O N C O N F E R E N C E W I T H CITY OF CHICAGO OFFICIALS O N CHICAGO UNDERGRADUATE DIVISION SITE

Mr. Johnston, for the Committee on General Policy, submitted the following report: On invitation of Mayor Richard J. Daley, members of the Board of Trustees and other University officials met with htm in his office at 3:00 p.m., September 27, 1960, for a presentation by the Department of City Planning of an alternate site proposal for the University's Chicago Undergraduate Division. The presentation, illustrated by charts and a model, was made by the Mayor and by Mr, Ira Bach, Commissioner of City Planning, and Mr. Clifford Campbell, Deputy Commissioner of City Planning. An outline of the presentation was presented to the participants and a copy of it is being filed with the Secretary of the Board for record. The purpose of the conference was to present to the Board of Trustees for their consideration alternate sites and specifically the HarrisonHalsted Street site. No action was requested or taken but the University representatives agreed to study the proposal. In recommending the Harrison-Hal sted Street area, the Department of City Planning presented an outline of the conditions for its development under a twostage program. After the presentation of the model and discussion of the site proposal, the following comments were made orally; and it is assumed that they are to be considered as additional proposals by the City and included by the University in its development of campus plan studies for trie Harrison-Hal sted Street site: 1. The proposed site will be cleared of all structures before it is transferred to the University. 2. Only the following streets are to remain open and will cross the proposed site: Harrison Street, Taylor Street, and Roosevelt Road. 3. The land to be available in the first stage (south of the Congress Expressway, west of the South Expressway and Halsted Street rerouted, north of Taylor Street, and east of Morgan Street) will be cleared and transferred to the University by July, 1%1. The balance of the site will be cleared and transferred not later than July, 1963. 4. The Chicago Land Clearance Commission has, or will have, adequate funds and staff to complete the land acquisition and clearance of the site within the time schedule in '3" above. 5. The plan for the Near West Side Urban Renewal Project will be amended to provide for the construction of high-rise apartment buildings between Harrison Street and the Congress Expressway. 6. The Near West Side Urban Renewal Project is expected to be completed within four to five years. The University, with the assistance of the Real Estate Research Corporation of Chicago and the firm of Skidmore, Owings, and Merrill, has undertaken the development of preliminary campus plan studies on the Harrison-Hals ted Street site. These studies are without prejudice to other sites still under consideration by the Board of Trustees. On motion of Mr. Harewood, this report was adopted.

DELEGATE TO ILLINOIS COMMISSION O F HIGHER EDUCATION

Mrs. Watkins stated that she will be unable to attend the next meeting of the Illinois Commission of Higher Education, to which she is a delegate of the Board of Trustees, to be held in Chicago, on October 20, 1960. President Williamson appointed Mr, Hughes as delegate to this meeting, and this was confirmed by unanimous consent.

NOVEMBER A N D DECEMBER MEETINGS

On motion of Mr. Swain, the Board voted to hold its November meeting on Wednesday, November 16, 1960, in Chicago, Illinois, the hour
