Adding a new requirement, Physiology 350, Physiology of Human Activity, in the senior year, to be developed and taught by the Department of Physiology. Increasing the total number hours required for graduation from 130 to 132. Submitted herewith are the details of this new curriculum, a copy of which is being filed with the Secretary of the Board for record. The Senate Coordinating Council indicates that no other Senate jurisdiction is involved. I concur.

On motion of Mr, Swain, these changes in the curriculum were approved.

MATERIALS RESEARCH CENTER

(24) In 1956 a proposal was made to the Atomic Energy Commission for the construction at the University of a laboratory for materials research. This proposal, providing for the construction of a building at an estimated cost of $3,600,000 and equipment estimated to cost $2,000,000, was included in a bill passed by the United States Congress, Under consideration is an appropriation of $1,500,000 for the preparation of plans and specifications for such buildings at the University of Illinois and at the University of Notre Dame. While there is no division of the amount between the two, on the basis of the estimated cost, approximately $1,000,000 would be made available to the University of Illinois for plans and specifications. No appropriation has been made, however, for the building. Under such a program, the Atomic Energy Commission would lease from the University the land on which the building is to be built, and would contract with the University for the preparation of plans and construction of the building. The lease of the land would be for an estimated period of time but would be in excess of sixty years. The University would be consulted in the preparation of plans and in the construction of the building but final responsibility would be with the United States Government. Upon completion of the building the government would contract with the University for its use and occupancy. I recommend that the Vice-President and Comptroller be authorized to negotiate with the United States Government on this project provided that final contractual arrangements will be presented to the Board of Trustees for approval before execution of any documents.

On motion of Mrs. Watkins, this recommendation was approved, and authority was given as requested.

APPLICATION TO HOUSING AND HOME FINANCE AGENCY FOR LOAN T O FINANCE CONSTRUCTION OF W O M E N ' S RESIDENCE HALLS

(25) A preliminary application was filed under date of June 30, 1960, with the Housing and Home Finance Agency for a loan of $5,000,000 to assist in the financing of women's residence halls to be constructed at Lincoln and Pennsylvania Avenues south of the Illini Grove. These halls will provide housing for 1,044 undergraduate women. The total project cost is estimated at $5,750,000. The preliminary design of the buildings has been approved by the Committee on Buildings and Grounds of the Board of Trustees. It is recommended that the Board authorize the following: The submission of a complete application to the Housing and Home Finance Agency if federal funds become available; The employment of Chapman and Cutler as counsel for the bond issue; The taking of bids for the construction of the buildings and for the sale of the bonds at such times as are determined most appropriate by the Vice-President and Comptroller; The Comptroller and the Secretary of the Board execute a loan agreement with the Housing and Home Finance Agency; Any and all other necessary steps and formalities in connection with the bond issue and the sale of the bonds. I concur.
