On motion of Mr. Dilliard, these leaves were granted, as recommended.

AMENDMENT O F UNIVERSITY OF ILLINOIS STATUTES (6) On recommendation of the Senate Coordinating Council, the three Senates have approved an amendment of Section 7 of the University of Illinois Statutes by adding to paragraph ( a ) thereof the following: If a quorum can not be obtained, the elected representatives of a Senate, by majority approval, may designate not more than one alternate from their own Senate for that meeting only. I concur.

On motion of Mrs. Watkins, this amendment was adopted.

NAME OF PLANT SCIENCES BUILDING (7) I recommend that the new Plant Sciences Building be named Jonathan Baldwin Turner Hall in memory of the man who conceived the idea of a state university for Illinois and who helped to set a pattern for the organization of public higher education in the United States. A native of Massachusetts and graduate of Yale University, Turner came to Illinois in 1833 to join the faculty of Illinois College at Jacksonville where he taught English and classical subjects. Although a classical scholar, he urged a "distinctly American system of education" that would provide higher education for the children of the working classes. Turner was also a pioneer horticulturist and experimented with many varieties of fruit trees, shade trees, shrubs, and flowers. His contributions included experimenting with and promoting the use of Osage orange as a fence for prairie farms. , . It is especially fitting that a major building at the University of Illinois memorialize Jonathan Baldwin Turner who had such a vital part in the development of the Land-Grant college system and that the action be taken in this centennial year of the Land-Grant Act.
