INSTITUTE OF LABOR AND INDUSTRIAL RELATIONS ADVISORY COMMITTEE (14) The Director of the Institute of Labor and Industrial Relations recommends the following appointments to the Institute's advisory committee for a term of three years, beginning with the current academic year, to fill vacancies in the management and labor representation: Management FRANK W . BRADEN, General Personnel Manager, Illinois Bell System Labor JOHN BELT, President and Business Manager of Local Union No. 399 of the International Brotherhood of Electrical Workers REUBEN G. SODERSTROM, President of the Illinois State Federation of Labor and Congress of Industrial Organizations This year there were two vacancies among the labor leaders because of the resignation of a labor member a few years ago and his replacement having been appointed for a full term rather than for the remainder of the term. The term of Adolph Berger, Regional Director of the Bureau of Labor Statistics, Chicago, a public member, has expired and a recommendation for his replacement will be submitted later. I recommend approval. O n m o t i o n of M r . D i l l i a r d , t h e s e a p p o i n t m e n t s w e r e a p p r o v e d . FEDERAL GRANT FOR MEDICAL SCIENCES ADDITION BUILDING (15) The Division of Research Grants of the National Institutes of Health has informed the University that upon recommendation of the National Advisory Council on Health Research Facilities, the Surgeon General of the United States Public Health Service has approved an application from the University of Illinois for a Public Health Service grant not to exceed $1,346,115 for a Medical Sciences Addition Building. The application for this grant was previously authorized by the Board of Trustees. The grant will enable the University to proceed with plans for the construction of a Medical Sciences Addition Building, estimated to cost in excess of $5,000,000, the balance to come from state funds.

REQUEST O F BOARD O F EDUCATION O F THE URBANA COMMUNITY SCHOOLS (16) The President of the Board of Trustees has received the following communication from the President of the Board of Education of the Urbana Community Schools: December 22, 1961 Mr. Kenney E. Williamson, President University of Illinois Board of Trustees Sixth Floor, Lehmann Building Peoria 2, Illinois

DEAR M R . WILLIAMSON:

At its meeting on December 18, 1961, the Board of Education of the Urbana Community Schools discussed payments made in lieu of taxes by the University of Illinois. Members of the Board expressed appreciation for the fact that the University of Illinois Board of Trustees did adopt several years ago the policy of making payments in lieu of taxes for certain properties not on the local property tax rolls. Local governmental capability to serve our increasing population is improved by such payments. Our impression is that the rate of payment made in lieu of taxes has not been revised recently to reflect any increase that may have been experienced in property values generally. I have been instructed by a resolution of the Board of Education of the Urbana Community Schools made on December 18, 1961, to ask you to bring the question of the possibility of increasing the rate of payment to the attention of the University of Illinois Board of Trustees for consideration.
