BOARD OF TRUSTEES

That the Urbana-Champaign Senate of the University of Illinois favors the use, on a trial basis, of University buildings, grounds, and facilities by candidates for nomination or election to statewide or national offices for the academic years 1959-60 and 1960-61 subject, at the end of this period, to review, revision, or repeal by the Board of Trustees. This authorization is applicable to another campus of the University only with the concurrence of its Senate. The Board of Trustees also authorized the President to promulgate appropriate rules and regulations consistent with those governing the appearance of other speakers on the campus and consistent with the educational objectives of the University. This practice has worked out satisfactorily and I recommend that it be continued.

On motion of Mr. Hughes, this recommendation was approved, but by a divided vote, a show of hands indicating a vote of seven for and two opposed.

EMPLOYMENT OF ARCHITECTS (6) The Director of the Physical Plant and the Vice-President and Comptroller recommend authorization of contracts for outside architectural services for the following assignments and on the terms indicated: Addition to the Administration Building — John Sweetnam, associated with the firm of Spangler, Beall, Salogga, and Bradley, Decatur, on the basis of a fee of 51,4 per cent of construction contracts, less an allowance of $1,000 for previously completed studies. Addition to University Press Building—Simon and Rettberg, Champaign, on the basis of the standard fee of 6 per cent of the construction costs. Remodeling in Armory — Clark, Daily, and Dietz, Urbana, at a fee of 6 per cent of construction costs. Addition to Digital Computer Laboratory — A. Epstein and Sons, Inc., Chicago, on the basis of a fee of 5v4 P e r cent of total construction contracts, the firm's supervisory services to be limited to office supervision, checking of drawings, approval of materials, and periodic visits to the project. Funds are available in the state capital appropriations from the Universities Building Fund for the first three projects and in an assignment from Indirect Costs for the Digital Computer Laboratory Addition. The Committee on Buildings and Grounds has previously considered these recommendations and supports them. I concur.

On motion of Mr. Johnston, these recommendations were approved, and authority was given to execute the contracts on the terms indicated.
