BOARD OF TRUSTEES

from Mr. C. W. Weldon, Treasurer, to meet in the executive offices of the First National Bank of Chicago. President Williamson asked the Board if it desires to change the date of the January, 1962, meeting. On motion of Mrs. Watkins, the Board voted to hold its January, 1962, meeting on Thursday, January 11, in Urbana.

RESOLUTION ON FOOTBALL TEAM

Mr. Clement offered a resolution of tribute and appreciation to the 1961 Varsity Football Team and to its coaching staff. This resolution was adopted and a copy filed with the Secretary.

STATE O F ILLINOIS FLAG

Mr. Dilliard asked that consideration be given by University officers to flying the state of Illinois flag daily, along with the national colors, in appropriate campus areas.

EXECUTIVE SESSION AND RECESS

President Williamson announced that an Executive Session had been requested, and was being ordered, to be held after luncheon, for consideration of property transactions and patentable inventions which involve federal agencies. He also stated that today's meeting offers an unusually good opportunity for the Board of Trustees to inspect the Assembly Hall, due to its present stage of construction and because its architect, Mr. Max Abramovitz, is here. The inspection was held after luncheon. On motion of Mrs. Watkins, the Board recessed.

G U E S T S O F T H E BOARD AT L U N C H E O N

The officers (Executive Committee) of the Student Senate at UrbanaChampaign were guests of the Board at luncheon and were introduced. Dean King J. McCristal of the College of Physical Education was also a guest, was introduced, and addressed the Board briefly on the state of the College. Mr. Thomas P. Parkinson, Director of the Assembly Hall, was also a guest and was introduced. Wrhen the Board convened after luncheon the same members, officers of the Board, and officers of the University were present as recorded at the beginning of these minutes.

RECOMMENDATIONS O F T H E UNIVERSITY PATENT COMMITTEE (1) The University Patent Committee submits, with the concurrence of the Chairman of the University Research Board, the following recommendations relating to inventions by members of the staff. 1. Avalanche transistor circuit — William Michael Henebry, Electronics Engineer, Department of Physics, inventor. This device is a transistor circuit that permits the use of an avalanche transistor under high duty-cycle conditions. The Associate Head of the Department of Physics, in which this was developed, has considerable doubt that the device is patentable and, therefore, recommends that the rights of the University be released to the sponsoring agency, the United States Navy. The Patent Committee concurs. 2. Signal amplitude limiting and phase quantization in antenna systems — Donald Lester Bitzer, Research Assistant Professor in the Coordinated Science Laboratory, inventor. The novel aspects of this scheme are quantizing of the signal phase to a discrete phase level, application of this scheme to coherent radar
