A complete listing of his achievements is unnecessary but significant examples should be noted. During his administration, the Chicago Professional Colleges were reorganized under the administration of an Executive Dean, now a Vicepresident. The College of Veterinary Medicine, the Division of Special Services for War Veterans, the Small Homes Council, the Student Counseling Bureau, the Council on Teacher Education, and the Institute of Aviation were established. The University of Illinois Foundation was organized during his Presidency and he established the original Citizens Committee. The University's physical plant and campus development during his administration include such major projects as: the Illini Union Building, the first group of the Men's Residence Halls, Gregory Hall which replaced the old University Hall, the Abbott Power Plant without which expansion of the campus to its present state would have been impossible, additions to the Library, McKinley Hospital; and in Chicago the second unit of the Dentistry-Medicine-Pharmacy Building, the first of the University's buildings to be financed through a bond issue, and remodeling of the College of Pharmacy Building into the present Chicago Illini Union. Much of the planning which led to the establishment of the Chicago Undergraduate Division was done during the last year of his administration as President. Dr. Willard gave the University distinguished leadership for twelve years, a leadership which had an impact on its growth and achievements following his retirement. Tbe spirit of his administration was a reflection of his personal character: integrity, a fine sense of duty to students and staff, loyalty to the institution, industry, and courage. He was exemplary in his personal habits, modest, friendly, but withal had a wholesome dignity which inspired respect and affection. With this tribute the Board also records its deep appreciation of Dr. Willard's life and of his many years of devoted service to the University of Illinois, and expresses its sympathy to the members of his family. On motion of Mr, Pogue, this memorial was adopted by a rising vote, was ordered printed in the minutes of today's meeting, and the Secretary was directed to send suitable copies to members of Dr. Willard's familv.
