4. Transfer students who are nonresidents of Illinois with not less than a 4.0 average in their college work in terms of the grading system of the University of Illinois. Period II, from April 1 through April 30 1. New freshmen who are residents of Illinois and who rank in the highest SO per cent of their high school class. 2. New freshmen who are nonresidents of Illinois and who rank in the highest 25 per cent of their high school class. 3. Transfer students who are residents of Illinois with not less than a 3.5 average in their college work in terms of the grading system of the University of Illinois. 4. Transfer students who are nonresidents of Illinois with not less than a 3.75 average in their college work in terms of the grading system of the University of Illinois. Period III, after April 30 All applicants, new freshmen and transfers, who meet all requirements for admission to the University. Use of Test Scores in Lieu of Rank in Class Wherever rank in high school class is referred to above as a basis for establishing priority of admissions, an applicant may offer evidence of scholastic ability in the form of test scores in lieu of rank in class. The All-University Committee on Admissions is authorized to designate a test, or tests, and scores equivalent to different ranks in high school classes, that are acceptable for this pnrpose. Oflering of test scores as evidence in lieu of rauk in class will be optional with the student applying for September, 1961. The University will require an admission test for all students applying for September, 1962, and thereafter. Priorities tmthin Periods I, II, and HI Within each of the three periods, the Office of Admissions and Records is authorized to give priority, so far as administratively feasible, to the best qualified applicants as indicated by (a) rank in high school class, (b) scores on a scholastic aptitude test, or tests, and (c) any other available information. A similar system of priorities may be established for the spring semester. I concur.

On motion of Mr. Wilkins, these recommendations were approved.

COLLEGE O F ENGINEERING HONORS AT GRADUATION

(19) The faculty of the College of Engineering has recommended, and the Urbana Senate has approved, modifications in the Honors at Graduation program of the College. Submitted herewith is a statement giving the details of these changes as approved by the Urbana Senate; a copy is being filed with the Secretary of the Board for record. I recommend approval.

On motion of Mr. Swain, this recommendation was approved,

GRADUATE PROGRAM IN MARKETING

(20) The Urbaua-Champaign Seuate recommends aathorization of a graduate program leading to the degree of Doctor of Philosophy in Marketing. This program has been approved by the Executive Committee of the Graduate College. Its objectives are to meet the need for trained teachers in tbe field of marketing in this country and abroad, and to provide scientifically trained personnel for market research departments and agencies. Requirements for admission and for the degree are as follows: Admission Requirements. The applicant must have a grade-point average of 375 for the last sixty hours of work. It is understood that applicants with averages between 3.5 and 374 may be admitted on recommendation of the department. The applicant also must have at least twenty hours of undergraduate work in business subjects with a minimum of six hours of marketing. Degree Requirements. Candidates for degree must fulfill all the general requirements of the Graduate College, including residence, languages, the pre-
