T h e Chairman asked the Secretary to call the roll, and the following, constituting all members of the Committee, were present: M r . W a y n e A. Johnston, Chairman, Mr. H o w a r d W . Clement, and Mr. Timothy W . Swain. Also present w e r e : Mr. Theodore A. Jones, a member of the Board of Trustees; President David D. H e n r y ; Dr. J. S. Begando, Chancellor of the University of Illinois at the Medical Center; Dr. J. W . Peltason, Chancellor of the University of Illinois at U r b a n a ; Mr. C. S. Havens, Director of the Physical Plant; Mr. James J. Costello, Legal Counsel; Mr. Donald C. Neville, Assistant to the Director of the Physical Plant; Mr. Grover Shipton, Associate Director of Public Information at Chicago Circle; and Dr. Earl W . Porter, Secretary of the Board and Clerk of the Committee. T h e Committee considered the following reports and recommendations from the President of the University.

REQUEST FOR T H E ILLINOIS BUILDING AUTHORITY TO CONTRACT FOR THE CONSTRUCTION OF THE COLLEGE OF NURSING OFFICE AND CLASSROOM BUILDING. ALSO KNOWN AS THE COLLEGE OF NURSING BUILDING, AT THE MEDICAL CENTER CAMPUS

(1) On August 9, 1967, the Illinois Building Authority received bids for all work for the construction of the College of Nursing Office and Classroom Building, also known as the College of Nursing Building, at the Medical Center campus. The lowest bidder is J. L. Simmons Company, Inc., S06 Wabash Avenue, Chicago, Illinois, with a bid of $4,805,000. Three other bids were received as follows : W. E. O'Neil Construction Co., 27S1 Clybourn Avenue, Chicago.... $4 871 000 00 S. N. Nielsen Company, 3059 Augusta Street, Chicago 4 891 000 00 Gust K. Newberg Construction Co., 2040 N. Ashland Avenue, Chicago 5 370 000 00 The lowest bidder is deemed fully qualified to construct this project. The project is one of those which the Board of Trustees, at its meeting on July 26, 1967, requested the Illinois Building Authority to provide. The Authority will finance the construction and will lease the facilities to the University for rental payments appropriated by the Illinois General Assembly. The University will transfer jurisdiction of the land on which the project will be constructed to the Authority. The Director of the Physical Plant and the Vice-President and Comptroller recommend that, pursuant to the authority granted by the Board at its meeting on July 26, 1967, the Executive Committee of the Board of Trustees request the Illinois Building Authority to award a contract for the described work to the lowest bidder and proceed to procure this facility for the use of the University. It is also recommended that the Comptroller and the Secretary of the Board be authorized to make, execute, acknowledge, and deliver such instruments of transfer, conveyance, lease, contract, and other documents as are necessary to provide for the carrying out of the foregoing project and facility by the Illinois Building Authority. I concur and recommend adoption of the resolutions submitted herewith to implement the official actions required including authorization of the instrument of transfer of jurisdiction of real estate to the Illinois Building Authority. Resolution Be It, and It Hereby Is, Resolved by the Executive Committee of The Board of Trustees of the University of Illinois, a public corporation of the State of Illinois, that the Illinois Building Authority be, and it hereby is, requested to award to the J. L. Simmons Company, Inc., 506 Wabash Avenue, Chicago, Illinois, a contract for the entire work for the construction of the College of Nursing Office and Classroom Building, also known as the College of Nursing Building, at the
