may be made in writing or by a stamp and without designation of the person so endorsing, and it being understood and agreed that on all such items deposited, all prior endorsements are guaranteed by this corporation whether or not an express guaranty is incorporated in such endorsements. And Be It Further Resolved, That the National Boulevard Bank of Chicago as a designated depositary of this corporation be and it is hereby requested, authorized, and directed to honor checks, drafts, or other orders for the payment of money drawn in this corporation's name, including those drawn to the individual order of any person or persons whose name or names appear thereon as signer or signers thereof, when bearing or purporting to bear the facsimile signature(s) of the President and Secretary, and National Boulevard Bank of Chicago shall be entitled to honor and to charge this corporation for all such checks, drafts, or other orders, regardless of by whom or by what means the facsimile signatures thereon may have been affixed thereto, if such facsimile signatures resemble the facsimile specimens duly certified to or filed with the National Boulevard Bank of Chicago by the Secretary or other officer of this corporation. I concur.

On motion of Mr. Grimes, the foregoing resolution was adopted.

EMPLOYMENT OF COST CONSULTANT FOR CHICAGO CIRCLE CAMPUS, PHASE III (22) The Director of the Physical Plant and the Vice-President and Comptroller recommend the employment of McKee-Berger-Mansueto, Inc., Chicago, Cost Consultant, for cost estimating services on the Behavioral Science Center project and the Science and Engineering Center project in the proposed Phase I I I building program at the Chicago Circle campus. The fee for the above services will be based on an hourly rate of $12.00 per engineer-estimator hour, at a total cost not to exceed $35,000. T h e University will be reimbursed one-half of the total cost by Skidmore, Owings & Merrill, Chicago, Architect, for the two projects. It is further recommended that the Board authorize the assignment of this contract to the Illinois Building Authority, with the assignment to be executed in the event the construction of the projects is declared to be in the public interest and financing is undertaken by the Illinois Building Authority. Funds are temporarily available from the Stores and Services account until permanent financing is arranged. I concur. O n m o t i o n of M r . LEASE OF HEADQUARTERS OFFICE FOR THE DIVISION OF SERVICES FOR CRIPPLED CHILDREN (23) The Division of Services for Crippled Children has need to increase the central office staff during the coming fiscal year as a result of increasing dimensions and complexity of program operations, in part resulting from recent changes in the Social Security Act. There is not sufficient space in the present building to house the required additional staff. Adequate housing which permits expansion and provides maximum flexibility and efficiency in utilization of space has been located in the lies Park Place complex situated at the southeast corner of Sixth and Ash Streets in the city of Springfield. The Director of the Division of Services for Crippled Children, the Chancellor at the Medical Center, and the Vice-President and Comptroller recommend authorization of a lease with the Illinois National Bank of Springfield, Illinois, for 5,850 square feet of space in the lies Park Place complex at an annual rental of $26,325, to be paid in monthly installments of $2,193.75, effective for the period July 1, 1967, through June 30, 1969, with an option to renew on a biennial basis. Funds for the rental are available in the operating budget of the Division of Services for Crippled Children. I concur.
