RECESS AND EXECUTIVE SESSION President Johnston announced that an executive session had been requested and was being ordered for consideration of reports and recommendations relating to acquisition of properties. On motion of Mr. Swain, the Board recessed. When the Board reconvened in executive session, the same members of the Board, officers of the Board, and officers of the University as recorded at the beginning of these minutes were present, except Dr. Weatherly who asked to be excused. The Board considered the following business presented by the President of the University.

APPLICATION FOR GRANT FUNDS UNDER TITLE VII HOUSING ACT OF 1 9 6 1 AS AMENDED AND LAND AND WATER CONSERVATION F U N D ACT OF 1 9 6 4 , CHICAGO CIRCLE (46) It is proposed that applications for grants in the amount of $112,000 to acquire S.141 acres of virgin black soil prairie located in the City of Glenview, County of Cook, State of Illinois, be filed with the Department of Housing and Urban Development and through the Director of Conservation of the State of Illinois to the United States Department of Interior, Bureau of Outdoor Recreation. This land contains irreplaceable native flowering plants and grasses which can not be replaced or transplanted and will be valuable for teaching and research in the Department of Biological Sciences, Chicago Circle campus. The requirements of both agencies require the adoption of a formal resolution by the Board, authorizing the filing of an application and designating the person to act on behalf of the University. It is recommended that the Board of Trustees adopt the resolutions submitted herewith authorizing the filing and designate James E. Osborn, Business Manager at Chicago Circle, as the officer authorized to file the applications on behalf of the University. If either grant is awarded pursuant to said applications, its acceptance will be conditioned on receipt of matching funds from private sources which have indicated an interest in this project. I concur. Resolution WHEREAS Title V I I of the Housing Act of 1961, as amended, provides for the making of grants by the Department of Housing and Urban Development to States and local public bodies to assist them in the acquisition and development of permanent interests in land for open-space uses where such assistance is needed for carrying out a unified or officially coordinated program for the provision and development of open-space land as part of the comprehensively planned development of the urban a r e a ; and WHEREAS T h e Board of Trustees of the University of Illinois (herein sometimes referred to as "Applicant") desires to acquire fee simple title to a certain tract of virgin black soil, in extent slightly over five acres, undeveloped, in the City of Glenview, County of Cook, State of Illinois, which land is to be held and used for permanent open-space land for conservation and historic preservation purposes; and WHEREAS Title V I of the Civil Rights Act of 1964, and the regulations of the Department of Housing and Urban Development effectuating that Title, provide that no person shall be discriminated against because of race, color, or national origin in the use of the land acquired; and WHEREAS it is recognized that the contract for Federal grant will impose certain obligations and responsibilities upon the Applicant and will require among other things (1) assurances that families and individuals displaced as a result of the open-space land project will be relocated into decent, safe, and sanitary housing, (2) compliance with Federal labor standards, and (3) compliance with Federal requirements relating to equal employment opportunity; and WHEREAS it is estimated that the cost of acquiring said interest will be $224,000:
