on or before May 1, 1966 of the sum of $276,010.00 and on or before September 1, 1966, the sum of $276,010.00 (payments of which have heretofore been made); and during each successive renewal term of the Lease, the annual sum of $255,145.00 on or before the 1st of September of each year for 23 years with total rental payments of $6,420,355.00. B. Construction of a Medical Sciences Building Addition at the Medical Center Campus at a cost to the Illinois Building Authority of $1,236,500.00 requiring an initial rental on or before May 1, 1966, of the sum of $57,480.00; and on or before September 1, 1966, the sum of $57,480.00 (payments of which have heretofore been made); and during each successive renewal term of the Lease, the annual sum of $90,615.00 on or before the 1st of September of each year for 23 years with total rental payments of $2,119,105.00.

On motion of Mr. Swain, authority was given as recommended and the foregoing resolution was adopted; these actions were taken by the following vote: Aye, Mr. Clement, Mr. Grimes, Mr. Hahn, Mr. Hughes, Mr. Johnston, Mr. Jones, Mr. Page, Mr. Pogue, Mr. Swain, Dr. Weatherly; no, none; absent, Governor Kerner.

LEASE OF COMPUTER SYSTEM FOR COMPUTER-BASED MANAGEMENT SERVICE FOR BUILDING INDUSTRY, URBANA (18) The University has received a grant from the federal government through the State Technical Services Act ( S T S A ) for a long-range project dealing with a technical-service program for the building industry in the state of Illinois. Under the S T S A Grant, the Civil Engineering Systems Laboratory in the Department of Civil Engineering will provide the development, implementation, dissemination, and service use of a computer center containing procedures (programs) and data files needed for the building industry and accessible through remote terminals. The purpose of this project is to develop and provide to the building industry through the state of Illinois, the data-processing and decision-making tools necessary for the conduct of the industry's business through the use of a computer center. The computer system will also serve to enhance the resources of the Department of Civil Engineering for the education of students in this field. This comprehensive construction-management system will incorporate three major facets of the contractor's operations: (1) planning and scheduling; (2) estimating; (3) payroll and accounting. A similar interest will be served in providing computer-aided structural analysis and design facilities for contractors, architects, and engineers. The overall program for the computer center will be supported jointly by the University, private industry, and the federal government with federal funds being available on a matching basis under the auspices of the State Technical Services Act and administered through the state of Illinois. The computer manufacturer would also participate in the funding of this project by a financial contribution. In order to implement the full-scale program, the University must enter into a contractual lease agreement with a computer manufacturer for the required equipment. Sealed bid proposals were solicited from all known sources for this type of equipment. The proposals were received on eight computing systems offered by four manufacturers and were reviewed by an evaluating committee composed of the professorial staff on the project. The equipment offered in each individual proposal was judged on the technical and performance capabilities in the various categories of the bid specifications and the proposed net rental price. The proposal submitted by the Burroughs Corporation is the only one that meets or exceeds all hardware and software specification items, with the exception of one minor factor concerning utility programs. The Head of the Department of Civil Engineering reviewed and approved the findings of the evaluating committee. The Dean of the College of Engineering concurred with these findings. T h e Dean of the College of Engineering and the Vice-President and Comptroller recommend that, subject to availability of funds, a lease agreement for the rental of the required equipment be entered into with Burroughs Corporation, Equipment and Systems Marketing Division, Detroit, Michigan, the firm offering equipment with the highest number of evaluation points.
