authority to sign his name to warrants on the University Treasurer covering vouchers approved in accordance with regulations approved by the Board. The Secretary of the Board of Trustees is authorized to delegate to R. C. Wicklund, George H. Bargh, Virginia J. Hendrix, in Urbana G. R. Moon, Anthony J. Diekema, Velma M. Davis, H. W. Bailey, Kirker Smith, L. W. Sandy, in Chicago authority to sign his name as Secretary of the Board of Trustees to vouchers against the Auditor of Public Accounts and to warrants on the University Treasurer covering vouchers approved in accordance with regulations of the Board. The Secretary of the Board of Trustees is also authorized to delegate to Lean C. Ryan, Addalein C. Hawk, in Springfield authority to sign his name as Secretary of the Board of Trustees on vouchers against the Auditor of Public Accounts approved in accordance with the regulations of the Board. These authorizations are to continue in effect until the Auditor of Public Accounts has been supplied with specimen signatures of succeeding officers of this Board. And be it further Resolved, that the First National Bank of Chicago as a designated depositary of R. R. Manchester, Treasurer of this corporation, be and it (including its correspondent banks) is hereby requested, authorized, and directed to honor checks, drafts, or other orders for the payment of money drawn in this corporation's name, including those drawn to the individual order of any person or persons whose name or names appear thereon as signer or signers thereof, when bearing or purporting to bear the facsimile signatures of the two following: Wayne A. Johnston, President, and Earl W. Porter, Secretary; and the First National Bank of Chicago (including its correspondent banks) shall be entitled to honor and to charge this corporation for all such checks, drafts, or other orders, regardless of by whom or by what means the facsimile signature or signatures thereon may have been affixed thereto, if such facsimile signature or signatures resemble the facsimile specimens duly certified to or filed with the First National Bank of Chicago by the Secretary or other officer of this corporation. And be it further Resolved, that the Auditor of Public Accounts is hereby authorized and directed to honor vouchers bearing facsimile signatures of the President and Secretary of The Board of Trustees of the University of Illinois if such facsimile signatures resemble the facsimile specimens duly certified to or filed with the Auditor of Public Accounts by the Secretary. This resolution was unanimously adopted.

REQUEST FOR HEARINGS

The President of the Board asked the Secretary to report concerning groups that had requested permission to appear before the Board with reference to House Bill 711 (the Clabaugh Act) and concerning the W . E . B . Du Bois Club. T h e Secretary reported that the following student and faculty groups had made such requests: The Ad Hoc Student Committee for Free Speech, Chicago Circle; a general student group, Urbana; Urbana Senate Committee on Academic Freedom and T e n u r e ; Urbana Senate Committee on Student Affairs; and the Policy Committee of the Urbana Chapter of the American Association of University Professors. T h e Secretary stated that it was recommended that all five groups be heard; that in view of their number, each group be permitted to a presentation of ten minutes, not including questions; and that insofar as possible each group select a single spokesman. The recommendations were approved, and the Board agreed to hear the several groups named. T h e President announced that, beginning at 1:30 p.m., all five groups would be heard on the matters referred to above.
