1. The departments and professors of the liberal arts and sciences must provide leadership in determining the liberal education of all the students of the University. 2. Subject-matter departments and professors should provide leadership in formulating the teaching specialization majors and minors. 3. Similarly, the professors of education should take the leadership in formulating the core of knowledge and skills centered about the art of teaching. This is not to indicate for example that historians, philosophers, and psychologists should remain aloof from education and the schools. Certainly so important an institution deserves the interest and competencies of many in the academic world. When practicable, joint appointments between the College of Education and the subject-matter departments should be effected in order that a maximum of leadership and training will be provided and a correlation of curricula and expenditure of time and means will result. Such interdepartmental and interdisciplinary cooperation is imperative for high quality teacher education. It is time for the power that at one time resided with the professors of Education to reside with the total institution. The academic disciplines must demonstrate a willingness and a competency to participate in teacher education and school oriented research. This participation can be implemented by means of an AllUniversity Council of Education for the purposes of curricular planning and counseling services to the student. Again, we strongly urge the Senate of the University of Illinois at Chicago Circle to establish a College of Education for the aforementioned reasons.

President Clement reported on the recent action of the Illinois Board of Higher Education in adopting a Master Plan for Higher Education in Illinois ( P h a s e I I ) . H e summarized the changes and revisions of a Provisional Draft for such a Plan a n d stated that he was referring the Plan as approved to the Committee on General Policy for its study and review.

MEETING O F THE ASSOCIATION O F GOVERNING BOARDS

Mrs. Watkins reported on a colloquium, which she had attended, sponsored by the Association of Governing Boards of Universities a n d Colleges.

MEMORIAL TO ADLAI E. STEVENSON

M r . Dilliard expressed his view that there was need for a memorial to the late Adlai E . Stevenson on the Urbana campus. H e proposed that the building now housing the College of L a w be named for Mr. Stevenson. T h e President of the Board referred the suggestion to the Committee on Buildings and Grounds.

FUTURE BOARD MEETINGS

President Clement announced that the next three meetings would be held on J a n u a r y 12, 1967, at Chicago Circle, on F e b r u a r y 9, 1967, at the Medical Center, and on March 14, 1967 (annual meeting), in U r b a n a . SECRETARY'S REPORTS The Secretary presented for record the following lists: appointments to the faculty made by the President; cancellations and resignations.
