Explanation of Increases Requested in Section B of Schedule A The numbers and titles of the seven categories included in Section B of Schedule A are used as headings for the discussions that follow, in order to preserve the recommended format and to maintain agreement as regards amounts of funds between this discussion and Schedules A and B. T o some extent, this procedure will result in some fragmentation of requests for colleges and campuses, as well as artificial separation of requests that might better be combined. For example, the improvements recommended for the College of Medicine are classified partly under "6c. Organized Research," "6e. Other Specific Items," and "7. New Programs and Major Improvements." Although these projects can be evaluated independently, there are general interrelations among some of them such that they would be better understood and appreciated if viewed as a totality.

B l . ADJUSTMENTS TO BASE BUDGET

As Schedule A shows, no adjustments to the University's base budget are necessary because of deficiencies, averages, or underenrollment — under the guidelines developed by the staff of the Board of Higher Education.

B2a. RETIREMENT SYSTEM CONTRIBUTIONS $5 345 200

This is the only increase requested by the University of Illinois within the general category of "Statutory Increases." The amount has been calculated by the University Retirement System so as to reflect the funds needed for the benefits provided under State law, including reserve requirements. The State Universities Retirement System provides disability and retirement benefits to all permanent staff members and employees of the University, to those
