BOARD OF TRUSTEES MINUTES APPROVED

T h e Secretary presented the minutes of the meetings of the Board of Trustees of M a y 18 and J u n e 15, 1966, press proof copies of which have previously been sent to the Board. On motion of Mr. Johnston, these minutes were approved as printed on pages 1161 to 1284, inclusive.

BUSINESS PRESENTED BY T H E P R E S I D E N T O F T H E UNIVERSITY

T h e Board took up consideration of the following reports and recommendations from the President of the University.

PRESIDENT'S REPORT

President H e n r y presented a report on selected topics of current interest, copies of which were distributed at the meeting, and a copy was filed with the Secretary of the Board.

BIENNIAL O P E R A T I N G B U D G E T FOR 1 9 6 7 - 6 9 (1) Submitted herewith is the biennial operating budget for 1967-69, being the estimates of state appropriations required by the University during the biennium. These budget estimates have been prepared by the Executive Vice-President and Provost and the Vice-President and Comptroller in consultation with the University Budget Committee, 1 with the deans, directors, and with other administrative officers concerned. T h e University Council has also been consulted. I recommend approval of these budget estimates by the Board of Trustees for filing with the State Department of Finance, as required by law, and for presentation to the state administration, the Board of Higher Education, and other state agencies involved in budget considerations. T h e complete budget as printed below was sent to all members of the Board a week prior to today's meeting. It had also been studied by the Finance Committee (with other Trustees participating) in consultation with the President of the University and other University officers in special works sessions.

Following presentations by the President and the Executive VicePresident and Provost and further discussion, on motion of Mr. Williamson, Chairman of the Finance Committee, the budget was approved and the President of the University was authorized to file it with the State Department of Finance; and for presentation to the state administration and all other state agencies involved in budget procedures; and the President of the Board, the Chairman of the Finance Committee, and the President of the University were authorized to represent the Board of Trustees in conferences with the state administration and other state agencies concerned. This action was taken by the following vote: Aye, Mr. Clement, Mr. Dilliard, Mr. Hughes, Mr. Johnston, Mr. Jones, Mr. Page, Mr. Pogue, Mr. Swain, M r s . Watkins, Mr. Williamson; no, none; absent, Governor Kerner.
