under water. Some 123 acres of the Allerton Farms will have to be sold. It is possible that the out-flow of the Farms' tile drains may be affected by the new levels, which would cause additional damage to crop production. There is also a tract of approximately ISO acres which was deeded to the University and which is used as forestry area. At least 90 per cent of this tract will be covered by the new levels of the Oakley Dam and Reservoir. All of these physical alterations are items for which the University can be, and it is assumed will be, reimbursed. At the same time, the Trustees understand the importance of improving the water supply for Decatur. They realize, also, the importance of providing additional recreational areas in Illinois. These purposes are matters of broad public concern, and public property is involved. Therefore, while the Trustees feel their responsibility to state clearly the damaging effects of the proposed construction upon the University's programs, they do not believe that they are in a position to insist that the University's special interests should prevail over the wider public interests involved. It is indeed regrettable that an engineering solution to the problem could not have been found, in order to avoid the destruction of the University's valuable educational facility at Robert Allerton Park, while at the same time providing the benefits sought for the general public.
