Students must take one course in each of the following three fields: history of philosophy; theory of knowledge (including logic, philosophy of science, and philosophy of language); and ethics (including value theory). A maximum of sixteen quarter hours of credit is permitted for thesis research. Physics The department will offer the Master of Science degree. The student may specialize in theoretical physics, experimental high-energy physics, or molecular spectroscopy and modern optics. Theoretical physics includes nuclear and hypernuclear structure, particle physics, quantum field theory, statistical mechanics, and electromagnetic theory. A thesis is required for a maximum of twelve quarter hours. Psychology The department will offer the Master of Arts degree in three areas of concentration : general psychology, applied psychology, and developmental psychology. General psychology consists of basic courses in experimental and theoretical psychology and quantitative methods; it is designed as a core for students taking a terminal Master of Arts degree in one of the other areas, or as an introduction to a doctoral program in applied areas, in social psychology, and in the healthrelated fields. A thesis is required.

On recommendation of Mrs. Watkins, this recommendation was approved.

NAMES OF BUILDINGS AT CHICAGO CIRCLE AND NAMES OF STREETS AT THE MENTAL HEALTH CENTER, URBANA (9) On September 21, 1966, the Committee on Buildings and Grounds approved proposals for the naming of buildings at the Chicago Circle campus and the naming of streets at the Mental Health Center in Urbana. The actions are reported to the Board now as a matter of record. The Committee approved the following names of buildings at Chicago Circle: science and engineering office building—Science and Engineering Offices; classroom buildings — Patrick Henry Hall and Adlai E. Stevenson Hall. The streets concerned are within the Mental Health Center being developed by the University and the Illinois Department of Mental Health. The names approved are those of persons who were instrumental in the development of the state mental health program: Main entrance drive — Gerty Street (for Dr. Francis J. Gerty, former Head of Department of Psychiatry in the College of Medicine and Director of the Illinois Department of Mental Health) East drive — Kirk Drive (for Dr. Samuel A. Kirk, Professor of Special Education and of Psychology and Director of the Institute for Research on Exceptional Children, Urbana) West drive — Griffith Street (for the late Dr. Coleman R. Griffith, former Provost of the University and Professor of Education and of Psychology) South drive — Bailey Drive (for Dr. Percival Bailey, Distinguished Professor of Neurology and Neurological Surgery, College of Medicine, Emeritus, and Director of Research for the Illinois Department of Mental Health)

On motion of Mr. Pogue, the report of the action of the Committee on Buildings and Grounds was received for record. At this point, Mr. Page asked to be excused from the meeting.

APPLICATIONS FOR GRANT FUNDS UNDER TITLE I OF THE HIGHER EDUCATION FACILITIES ACT OF 19 6 3 (10) Under the Higher Education Facilities Act of 1963, the United States Commissioner of Education is authorized to grant funds for the construction, rehabilitation, and improvement of academic and related facilities. The requirements of the Department of Health, Education, and Welfare for the submission of applications for grants under the Act necessitate the adoption of a formal resolution by the Board authorizing the filing of applications and designating the person to act on behalf of the University in connection therewith.
