BOARD OF TRUSTEES MINUTES APPROVED

[September 21

The Secretary presented the minutes of the meetings of the Board of Trustees on March 16, 1966, and April 20, 1966, and of the Executive Committee on March 23, 1966, press proof copies of which had previously been sent to the Board. On motion of Mr. Johnston, these minutes were approved as printed on pages 1071 to 1160, inclusive.

VISITORS FROM INDIA

President Clement announced the presence of distinguished guests and asked Dr. Royden Dangerfield, Associate Provost, Director of International Programs, and Executive Director of Midwest Universities Consortium for International Activities, to introduce the following guests from India, who are visiting the University of Illinois, and who were invited to be guests of the Board at today's meeting: Dr. D. P. Singh, Vice-Chancellor, Uttar Pradesh Agricultural University; Dr. M. A. Quraishi, Minister of Agriculture, State of Uttar Pradesh; and Dr. T. C. R. Menon, Registrar, J. Nehru Agricultural University, Jabalpur.

MEMORIAL TO CHESTER R. DAVIS

Mr. Johnston presented the following:

The Board of Trustees of the University of Illinois records with profound sorrow the death on July 30, 1966, of Chester R. Davis, a former member of this Board. Mr. Davis served his Country, his State, his University, and the Chicago metropolitan community for many years, in many ways. As a young man, just graduating from Lake Forest College in 1917 when the United States declared war on the central powers of Europe, he entered the Army and became a Captain of Infantry and served as a company commander in the 320th Infantry Regiment of the 80th Division in the American Expeditionary Forces in World W a r I. H e was decorated with the Purple Heart. In later years, from 1940-47, he served as Brigadier General and Major General in the Illinois Reserve Militia. Upon returning from military service in 1919, he enrolled in the University of Illinois College of Law. Following his graduation in 1922, he joined the Chicago Title and Trust Company serving in various posts until he retired as Senior VicePresident in 1960, but continued as a Director of the Company until 1963. From 1955-57 he was Assistant Secretary of t h e A r m y for Financial Management; upon completion of that assignment he received the Exceptional Civilian Service Award from President Eisenhower. His numerous civic activities in the Chicago area were concerned with mental health, the aged, crippled children, hospital planning, medical research, metropolitan planning, conservation, and numerous trusteeships. H e served on The Board of Trustees of the University of Illinois from 194049 and on several of its important committees. His membership on the Board was during a critical period in the University's history when it was called upon to serve in unprecedented ways both in wartime and in peacetime. He was a member of the University of Illinois Foundation and of the University's Citizens Committee which he helped to establish while he was a Trustee. This Memorial is presented for the public record as a tribute to a former colleague and a devoted citizen, and as an expression of sympathy to his family.

This memorial was adopted by a standing vote. BUSINESS PRESENTED BY THE PRESIDENT OF THE UNIVERSITY The Board took up consideration of the following reports and recommendations from the President of the University.
