who do not require access to classified information and who therefore shall not have the authority and responsibility for negotiation, execution, and administration of contracts with the United States of America and its agencies and all of the duties and responsibilities pertaining to the protection of classified information. The following resolution is offered in the form requested by the agencies and its adoption is recommended. Resolution WHEREAS, it has been brought to the attention of The Board of Trustees of the University of Illinois with its principal office and place of business in the City of Urbana, State of Illinois, that in connection with a Facility Security Clearance, the Chief Executive Officer and those other officers or officials who are specifically and properly designated by action of the Board of Trustees in accordance with the institution's requirements as the managerial group having authority and responsibility for the negotiation, execution and administration of User Agency contracts and delegated all of the duties and responsibilities of the Board of Trustees pertaining to the protection of classified information are required to be cleared by the Department of Defense; and WHEREAS, if because of this delegation the board will not be in a position to affect adversely the performance of classified contracts, other officers or trustees who shall not require access to classified information in the conduct of the University's business and who do not occupy positions that would enable them to affect the university's policies or practices in the performance of classified contracts, are not required to be cleared, provided the Board of Trustees by formal action affirms and makes a matter of record in the organization's minutes of that executive body, that RESOLVED : The following named officers, officials and trustees shall not require, shall not have, and can be effectively excluded from, access to all classified information in the possession of the university and do not occupy positions that would enable them to affect adversely the university's policies or practices in the performance of classified contracts or programs for the User Agencies:

Be It Further Resolved: The following officers of the Board of Trustees and of the University of Illinois be and hereby are designated as the managerial group having the authority and the responsibility for the negotiation, execution and administration of User Agency contracts and all of the duties and responsibilities pertaining to the protection of classified information: President, Secretary, and Comptroller of The Board of Trustees of the University of Illinois; and President, Vice-President and Comptroller, Executive Vice President and Provost, and University Counsel of the University of Illinois. O n m o t i o n of M r . C l e m e n t , t h e f o r e g o i n g r e s o l u t i o n w a s a d o p t e d . DEDICATION OF CERTAIN NATURAL AREAS AS NATURE PRESERVES (VOLO BOG AND WAUCONDA BOG) (18) T h e Board of Trustees at its regular meeting held on October 16, 1967, authorized the execution of Articles of Dedication of Volo Bog, Wauconda Bog, and other properties as nature preserves within the meaning of An Act in relation to the acquisition, control, maintenance, improvement, and protection of State parks and nature preserves, approved June 26, 1925, as amended. That action directed that the Articles of Dedication provide for retention of University responsibility for the care, supervision, and control of the premises and that the dedication be limited to a period not in excess of twenty-five years.
