tion (except on the prior written approval of the Chancellor or his designee). Authorization to use University space does not imply immunity from sanctions of the law or of the University for failure to observe these limitations. Each Chancellor is responsible for uses of space at his campus within this framework and is expected to formulate comprehensive recommendations concerning the use of space generally at his campus. On topics of general and continuing interest each Chancellor is urged to maintain appropriate balance by insuring the availability, within the University community, of presentation of differing points of view. It is clear the Chancellor is expected to deny the use of University premises and facilities for any meeting when he determines there is reasonable probability that violence or serious disruption of the University's functions will result.1 Accordingly, the Board of Trustees herewith terminates the deferral of Air. Kunstler's appearance at Urbana and requests the administration to proceed in accord with the previously-established policy as stated above. The Trustees further request the administration to investigate and determine the appropriate means by which responsibility may be denned and assigned to organizations which sponsor speakers in instances where personal injury or property damage occur in connection with such appearances. President Hughes then recognized spokesmen for two groups which had requested an opportunity to speak to this subject. Both organizations had indicated in written statements their opposition to the action of March 2 and each had been granted permission to appear before the Board under the emergency procedures. The groups and their spokesmen were as follows: Mr. Kent Hull for the Concerned Law Students and Mr. Philip Martin for the Committee of Concerned Alumni. Each expressed satisfaction with the action just taken by the Board.

SUPPLEMENTAL ACTION BY T H E BOARD O F HIGHER EDUCATION O N T H E UNIVERSITY'S REQUESTS FOR BUDGET INCREASES IN T H E HEALTH FIELDS

<1) It was reported at the meeting of the Board of Trustees on February 18, 1970, that the Board of Higher Education had agreed to reconsider budget requests in the health fields not approved at its meeting on February 3, 1970. This review was urged by representatives of the Health Education Commission and of private institutions. Accordingly, the Board of Higher Education did reconsider such requests and voted to recommend them to the Governor and General Assembly — with certain adjustments agreed to by the institutions. As announced on February 3, these requests would be submitted as a set of supplemental budget recommendations for the health fields — not to be considered as part of the higher-education budget falling within the Governor's guidelines. The supplemental items approved for the University of Illinois totaled $21,962,890 —of which $2,021,750 would be for operations and $19,941,140* for capital purposes. A detailed account of these two sets of requests is presented in the report filed with the Secretary. The President requests authorization to submit these supplemental budget requests to appropriate officers or agencies of state government for funding during the next session of the General Assembly. On motion of Mr. Grimes, authority was given as requested.
