BOARD OF TRUSTEES

[February 18

ROGER L. STEVENS, Chairman, National Council on the Arts, the degree of Doctor of Letters, to be conferred at the Honors Day ceremonies on May 1, 1970. I concur in the recommendations of the Senates. O n motion of M r . Swain, these degrees were authorized as recommended.

SEPARATE F U N D TO PROVIDE FINANCIAL A I D . URBANA

(28) The severity of recent cutbacks in funding for financial aid threatens the opportunities for higher education of large numbers of needy students. Cognizant of the effects that such a condition will have upon their schoolmates, students at the Urbana-Champaign campus developed a plan to help alleviate the stress of financial shortages. By a 14,879 to 5,025 vote, the students agreed to assess themselves two dollars ($2.00) per student each semester for the purpose of providing financial aid funds for needy classmates. The referendum provided for the refunding of the twodollar assessment to those students who desired it. An implication of the vote is the principle of having the assessment matched by the General Assembly. From the collected funds, the Financial Aid Office at Urbana will make grants to students who qualify for assistance under University rules and regulations for determining need. In the light of the vote of the students and consistent with the spirit of that vote, and on recommendation of the Chancellor, I request approval in principle of the creation of a separate fund for the purposes stated, formal action thereon to be deferred until the March, 1970, meeting of the Trustees; and approval of the immediate submission of a request to the State Board of Higher Education for a supplemental budget increase in line with the proposal. O n motion of M r . Swain, approval was given as requested.

MEMORIAL TO MRS. HELEN M. GRIGSBY

Mr. Swain presented the following:

The Board of Trustees of the University of Illinois records with profound sorrow the death on February 9, 1970, of Mrs. Helen M. Grigsby, a former member of this Board. Active in many statewide organizations, Mrs. Grigsby served as department president of the Women's Relief Corps in 1932, as state vice regent of the Daughters of the American Revolution, and as a member of the Illinois Society of Mayflower Descendants, the Colonial Dames of America, and the Eastern Star. Like her ancestors who migrated to the area in 1820 and helped found Pittsfield, she was also active in politics, serving as a delegate to the Republican National Convention in 1928 and 1932. Although she did not attend the University of Illinois, she was devoted to the task of being a trustee and was very active in the work of Board committees. Her terms as Trustee, from 1921 to 1933 and from 1941 to 1947, covered a period when travel was not easy, but she seldom missed a meeting of the Board. As an ex officio member of the University of Illinois Citizens Committee, Mrs. Grigsby continued her interest in the affairs of the University after her terms as Trustee were ended. This memorial is presented for the public record as a tribute to a_ former colleague and a devoted citizen, and an expression of sympathy to her family. T h i s memorial was adopted by a standing vote.
