port Service, flight instruction for University staff and students for which University credit is given, and repair and storage of aircraft and aircraft accessories, except those aircraft and aircraft accessories owned and operated by a fixed-base operator. The Director of the Institute of Aviation is presently preparing to enter into negotiations with applicants for fixed-base operating rights at the University of Illinois-Willard Airport as provided in paragraph six of this same statement of policy. H e has determined through two surveys of fixed-base operators (one conducted by an aircraft manufacturing concern and the second conducted by the Federal Aviation Administration) that 92 per cent of the airports with only one fixed-base operator grant the operator the privilege of maintenance, repair and overhaul of all types of aircraft, engines, instruments, and radio and electronic gear. H e has further determined that the National Aviation Trades Association recommends that it be clearly and explicitly stated in the terms of the lease that the fixed-base operator has the right to maintain, repair and overhaul all types of aircraft, engines, and instruments. H e believes, therefore, that the continued exclusive reservation to the University of all rights to "repair and storage of aircraft and aircraft accessories" will be detrimental to the best interest of the University in his negotiations with such applicants. He, therefore, recommends that paragraph two of the Board's policy be amended as follows : 2. It is the policy of the Board to abide by the obligations assumed by the University under its sponsors' agreements with the Federal Aviation Administration, including the provisions for qualified fixed-base operators to base upon and operate from the University of Illinois-Willard Airport upon payment to the University of reasonable charges and rentals for the privileges granted and the land or facilities provided by it to each such operator. Such operation shall be in accordance with the terms of the University's assurances under the Federal Airport Act, the regulations of the FAA, and any other pertinent legal rules, but with exclusive reservation to the University of all rights for the sale of aviation gasoline and oil, University Staff Air Transport Service, and flight instruction for University staff and students for which University credit is given. The Vice President and Comptroller recommends acceptance of this revision to the original statement of policy adopted by the Board on January 18, 1961. I concur.

On motion of Mr. Hahn, this recommendation was approved.

CHANGE IN AMOUNT OF WILLIAM BEAUMONT MEMORIAL AWARD (20) The Board of Trustees, on December 8, 1925, acted upon the following: Offer of a Prize by Dr. Frank Smithies (ii) Dr. Frank Smithies, whose offer of a prize for research in the diseases of the alimentary tract was laid before the Board at its October meeting, has written me renewing the offer in a somewhat different form. H e writes: "I wish to inform you that my offer of an annual award in memory of Beaumont still holds and that I am ready and willing to deposit with the proper University authorities a lump sum or securities sufficient to insure an annual income of at least one hundred dollars for the award in perpetuity." I recommend that the Board accept the gift offered by Dr. Frank Smithies for the purpose indicated in his letter to me—namely to establish a prize of $100 to be awarded annually to any member of the College of Medicine who submits during the year, the most useful piece of research on diseases of the alimentary tract. On motion of Mr. Barr, this gift was accepted under the rules of the Board. The Dean of the College of Medicine and the Chancellor at the Medical Center now recommend a change in the amount of this award from $100 to be given annually to an award in the amount of $500 to be given when sufficient income has accumulated to grant the award. It is also recommended that the President be authorized to make further adjustments within income.
