MEMORIAL TO DR. NORR1S L. BROOKENS

Mr. Clement presented the following:

The Board of Trustees of the University of Illinois records with sorrow the death on July 28, 1969, of Dr. Norris L. Brookens. At the time of his death Dr. Brookens was serving as chairman of the Illinois Board of Regents, with responsibilities for the governance of that system of institutions of higher learning in Illinois. H e also served as a member of the Illinois Board of Higher Education and the Civil Service Merit Board and was associated on those Boards with representatives of The University of Illinois Board of Trustees. However, Dr. Brookens' ties with the University of Illinois, especially at Urbana, cover a period of many years. In countless ways, as a member of the professional community in Urbana-Champaign and as a conscientious citizen, he followed the affairs of the University with close attention and support. His noteworthy service as a member of the Board of Education in Urbana was a contribution to the quality of education provided the children of the area, including the families of the University's faculty and staff. Dr. Brookens, in his training and broad interest and in his personality, was an unusual combination of the professional man with direct experience in higher education; and the enlightened citizen, serving the lay stewardship of education in its broadest sense. This memorial is presented for the public record as a tribute to a friend of the University and its staff and an associate of the Trustees, and as an expression of sympathy to Dr. Brookens' family. This memorial was adopted by a standing vote. REPORT OF THE EXECUTIVE COMMITTEE The Executive Committee submitted the following report and minutes of the meeting on August 20,1969. On call of the Chairman, the Executive Committee of The Board of Trustees of the University of Illinois met in the Illini Center on the twentieth floor of the LaSalle Hotel, Chicago, Illinois, on Wednesday, August 20, 1969, beginning at 11:00 a.m. The meeting was called for consideration of reports and recommendations from the President of the University on matters of business requiring approval by the Board of Trustees on which action could not be deferred until the regular meeting of the Board in September. (At its meeting on July 23, 1969, the Board authorized the Executive Committee to take action at any time prior to the next regular meeting of the Board on transfers of jurisdiction to and leases from the Illinois Building Authority and any other matters relating to the lease, sale, purchase, or other acquisition, by or for the University, of real estate, including authority to exercise the right of eminent domain and to institute condemnation proceedings.) The Chairman asked the Secretary to call the roll, and the following, constituting all members of the Committee, were present: Mr. Earl M. Hughes, Chairman, Mr. Howard W. Clement, Mr. Timothy W. Swain. Also present were: Mr. Ralph C. Hahn, a member of the Board of Trustees; President David D. Henry; Mr. H. O. Farber, Vice President and Comptroller of the University and Comptroller of the Board of Trustees; Dr. Earl W. Porter, Secretary of the University and of the Board of Trustees and Clerk of the Committee; Chancellor Joseph S. Begando (Medical Center); Vice Chancellors H. E. Carter (Urbana), Leonard Goodall (Chicago Circle), Donald J. Caseley (Medical Center); Mr. C. S. Havens, University Director of Phys-
