breadth of course offerings reach a critical sire, and initially the student-staff ratio will be abnormally low — in comparison with well-established programs. Analogous considerations apply to laboratory equipment and services, which must be available at a minimally satisfactory level irrespective of size of enrollment. 2. Teacher-Training Program in Special Education ($130000). The program in "special education" would provide training for teachers of mentally retarded and emotionally disturbed children — as well as those with other "learning disabilities." The shortage of qualified teachers in this general field is so acute that the General Assembly at its last session enacted a bill requiring local school boards by July 1, 1969, to establish and maintain special-education facilities and to provide instruction for the types of handicapped children defined by law. Resolutions were also passed urging all state-supported colleges and universities to develop or expand specialeducation programs for the preparation of the teachers needed to meet these requirements. The funds requested in this proposal would help to meet the extraordinary costs associated with instruction in this field, as well as the initial costs necessary in the establishment of the program. 3. Education of Teachers for Community Colleges ($77,000). This would be an interdisciplinary program conducted under the aegis of the Dean of Faculties, who serves as chairman of the Chicago Circle Council on Teacher Education. The general purpose of the program is to develop special curricula leading to the master's degree for community-college teachers. Curricula would be organized in each of the major academic areas taught in junior colleges, and for each of them a special area committee would be established consisting of the following members: representatives from the subject-matter department, faculty members from the division of educational psychology and the division of higher education, representatives from community colleges, and faculty representatives of disciplines contributing to the understanding of the special problems in urban education. The budget request for $77,000 for the biennium would meet the special costs of planning, coordination, and evaluation of these programs-—in addition to the teaching-salary costs beyond those met from budget-formula funds. The Establishment of Two New Departments ($112J800). The Board of Trustees has approved the establishment of a Department of Classics and a Department of Slavic Languages. Recommendations for formal approval of these departments are being prepared for presentation to the Board of Higher Education. (Instruction in both these fields is currently offered at the Chicago Circle campus — the courses in Classics under the supervision of the Department of English and the courses in Russian under the supervision of the Department of German.) For the establishment of each of these departments, funds would be needed for the salary of the head of the department ($20,000), a secretary ($5,700), and expense and equipment ($2,500). For the two departments, then, the sum of $56,400 per year would be required, or $112,800 for the biennium. Research Urban Education Research Program ($835^00). This is the only new research program proposed for initiation at the Chicago Circle campus during 1969-71. It will be administered by the College of Education at Chicago Circle — in collabora-
