the State of Illinois, Department of Aeronautics relating thereto and find that the acceptance thereof by the State of Illinois, Department of Aeronautics has been duly authorized and that the execution thereof is in all respects due and proper and in accordance with the laws of the State of Illinois and further that, in my opinion, said Grant Agreement constitutes a legal and binding obligation of the State of Illinois, Department of Aeronautics in accordance with terms thereof. Dated at this day of , 1969.

Title Now, Therefore, upon consideration of said Grant Offer and all of the terms, provisions, conditions, and exhibits therein and thereto, Be It, end It Is Hereby Resolved by T h e Board of Trustees of the University of Illinois, as follows: 1. That T h e Board of Trustees of the University of Illinois, accept, and it hereby accepts, the Grant Offer extended to it by the Administrator of the Federal Aviation Administration, for and in behalf of the United States, in the words, figures and form as hereinabove set forth, and that it shall enter into a Grant Agreement with the United States by causing the Acceptance thereof, in the words, figures and form as hereinabove set forth, to be duly executed in its name and for and in its behalf. 2. That to accomplish the foregoing, H . O. Farber, Comptroller, be and he is hereby authorized and directed to execute, for and in behalf of T h e Board of Trustees of the University of Illinois, the said Acceptance of the said Grant Offer, and that Earl W . Porter, Secretary, be and he is hereby authorized and directed to attest said execution and to impress thereon the Official Seal of The Board of Trustees of the University of Illinois, State of Illinois. 3. That the Project Application dated January 24, 1969, executed and submitted to the Federal Aviation Administration by The Board of Trustees of the University of Illinois, relating to F A A Project No. 9-11-026-C907, including all the statements, representations, warranties, covenants, and agreements contained therein, be and the same is hereby ratified and adopted. 4. That the Agency and Participation Agreement attached thereto and by reference made a part thereof, entered into on the 24th day of January, 1969, by T h e Board of Trustees of the University of Illinois, and on the 4th day of February, 1969, by the State of Illinois, Department of Aeronautics, be and the same is hereby confirmed and ratified.

On motion cf Mr. Clement, the foregoing resolution was adopted.

A GIFT FROM T H E ESTATE OF DR. BERTRAM A. RICHARDSON (25) T h e Chancellor at the Medical Center and the Vice President and Comptroller recommend that the two bequests of Dr. Bertram A. Richardson be used as follows: 1. $50,000 to be established as an endowment, the income to be placed in the Bertram A. Richardson Scholarship Fund and expended upon the recommendation of the Dean and the appropriate faculty committee in the College of Medicine for the training of medical students and for medical scholarships. 2. $50,000 to be placed in trust and invested with the income to be placed in the Bertram A. Richardson Dean's Fund and expended upon the recommendation of the Dean of the College of Medicine to enhance the teaching, research, and public service activities of the College of Medicine. Dr. Bertram A. Richardson was an alumnus of the Class of 1907 of the College of Medicine. I concur. O n m o t i o n of M r . H a h n , t h i s r e c o m m e n d a t i o n w a s a p p r o v e d . PURCHASES (26) The President submitted, with his concurrence, a list of purchases recommended by the Directors of Purchases and the Vice President and Comptroller; also two purchases authorized by the President.
