program also differed from the Master of Science in Radio and Television in not requiring a thesis or a minor. Increasingly, the College of Communications has emphasized broader programs and a concern for basic academic areas of study in the field of communications. Accordingly, and in harmony with the interests of many students, those seeking graduate training in television have been encouraged to elect the more academicallyoriented degree, the Master of Science in Radio and Television. It is now the judgment of the College that the degree approved in 1955, the Master of Television, has outlived its usefulness. Accordingly, on recommendation of the College of Communications, and with the concurrence of the Graduate College, the Urbana-Champaign Senate has approved the discontinuance of the degree of Master of Television effective September, 1969, with the understanding that students currently in the program may continue in it and qualify for the degree if they so desire. The Senate Coordinating Council advises that no other Senate jurisdiction is involved. The Chancellor at Urbana and the Executive Vice President and Provost support this recommendation. I concur.

On motion of Mr. Jones, this recommendation was approved.

CENTER FOR INTERNATIONAL COMPARATIVE STUDIES, URBANA (11) The Board of Trustees on June 17, 1964, approved the Center for International Comparative Studies in the Graduate College. It is now proposed that the Center be transferred to the Office of International Programs and Studies. It is felt that under the proposed administrative arrangement, the policy formulation activity of the Center will benefit from a more direct relationship to the other international programs and activities in progress on the campus. At the same time, the excutive committee structure of the Center will remain unchanged, in order to reflect campus involvement on as broad a scale as currently exists. Budgetary support of the Center will not be altered; rather, the resources and programs of the Center will be complemented and reinforced by the proposed association with the Office of International Programs and Studies. It is hoped that better coordinated and more effective international programs possible under the proposed arrangement will enhance the total resources of the Center, in particular, in obtaining new long-term financial support. In summary, no shift in policy formulation or budgetary control is foreseen, except to assure better communication and coordination of the Center with the Office of International Programs and Studies. The Graduate College, the Director of the Center for International Comparative Studies, the Director of the Office of International Programs and Studies, and the Chancellor concur in this recommendation. I recommend approval.

On motion of Mr. Hahn, this recommendation was approved.

OPERATION AND GOVERNANCE OF THE ILLINI U N I O N , URBANA (12) The Chancellor at Urbana has made certain recommendations for the operation and governance of the Mini Union that would supersede earlier actions of the Board of Trustees. 1 The specific recommendations are as follows: 1. T h e Director of the Illini Union shall be responsible for the administration of all physical facilities, services, and operations of the Illini Union with the exception of the social, cultural, educational, and recreational activities and programs of a campus-wide nature which shall be the responsibility of the Illini Union Board. 2. The Director of the Illini Union and the Program Director shall proceed in accordance with the instructions of the Illini Union Board in the conduct of the social, cultural, educational, and recreational programs of the Illini Union. 3. The Program staff is administratively responsible to the Director. However, the Director shall seek the advice and consent of the Illinois Union Board in the employment and review of the Program staff.
