CHANGES IN NONACADEMIC POLICY AND RULES RELATING TO NEGOTIATIONS WITH REPRESENTATIVES OF NONACADEMIC EMPLOYEES (IS) Proposed changes in the Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees in respect to Negotiations with Representatives of Nonacademic Employees have been under consideration for some time. Consistent with procedures followed in other recent changes and revisions, comments have been solicited by the University Director of Nonacademic Personnel from the representatives or the Chancellors, deans, directors, and department heads, and from employee organizations. Draft revisions were submitted to the Nonacademic Personnel Advisory Committee on each campus and to the University Nonacademic Employees Advisory Committee. Revised drafts were reviewed by the University Nonacademic Personnel Advisory Committee. Draft revisions were also submitted to the representatives of the principal organized groups of University employees at Urbana-Champaign, to the president of the Twin City Federation of Labor, and to the principal representatives of all organized groups of employees on the Chicago campuses. In the light of such reviews and upon the recommendation of the Vice President and Comptroller, the University Counsel, and the University Director of Nonacademic Personnel, the following policy changes are presented to the Board for approval. University P o l i c y : N e g o t i a t i o n s Section 36 D of the University Civil Service Statute authorizes negotiations "to determine appropriate ranges or rates of compensation or other conditions of employment" for recommendation "to the Merit Board for establishment. . . ." The University recognizes the principle of collective bargaining in respect to nonacademic employees. Each employee may make his own personal decision on employee organization membership. There will be no discrimination against any employee because he is a representative of nonacademic employees. The University will grant exclusive representation to and negotiate with an organization of nonacademic employees when such organization has been designated to represent them by a majority of the employees within an appropriate negotiations unit. Supervisors will be informed in detail as to the content of any collective agreements applicable to employees under their supervision. The President shall issue such rules as are appropriate and necessary to carry out this policy. The rules which are to be issued at this time by the President as well as the procedures to be issued by the University Director of Nonacademic Personnel in implementation of the above policy are being filed with the Secretary of the Board for record. It is noted that since the issuance of the original Policy and Rules in 1945 there have been statutory changes in the University's authority to negotiate and there have also been wide-spread organizational developments in public employment generally. In view of these developments, a memorandum prepared by the University Director of Nonacademic Personnel which contains a section by section commentary on the proposed revisions is being filed with the Secretary for record. I concur in the recommendations that the policy be approved as herein presented. Upon their approval, appropriate rules will be issued as indicated and modified from time to time as circumstances warrant in accord with the policy. O n m o t i o n of M r . G r i m e s , t h e s e r e c o m m e n d a t i o n s w e r e a p p r o v e d . CHANGES IN NONACADEMIC POLICY A N D RULES RELATING TO LEARNER APPOINTMENTS; ALL FORMS OF LEAVE WITH PAY; SENIORITY. RETIREMENT, AND SERVICE CREDIT TRANSFER BENEFITS (16) A number of changes in the Policy and Rules — Nonacademic are proposed relating t o : the types of benefits extended to "Learners"; eligibility for leaves with pay; seniority, retirement, and recognition of past service credits. The changes providing for service credit transfers relate to rules adopted by the University Civil Service Merit Board on March 14, 1968, and to recommendations of the Merit Board dated July 26, 1967. Consistent with procedures followed in other recent changes and revisions,
