C l e m e n t , t h i s r e c o m m e n d a t i o n w a s a p p r o v e d . APPLICATIONS FOR GRANT F U N D S UNDER TITLE II OF THE HIGHER EDUCATION FACILITIES ACT OF 1 9 6 3 (12) Under the Higher Education Facilities Act of 1963, the United States Commissioner of Education is authorized to grant funds for the construction, rehabilitation, and improvement of academic and related facilities. The requirements of the Department of Health, Education, and Welfare for the submission of applications for grants under the Act necessitate the adoption of a formal resolution by the Board authorizing the filing of applications and designating the person to act on behalf of the University in connection therewith. It is recommended that T h e Board of Trustees of the University of Illinois adopt the resolution submitted herewith authorizing the filing of an application for a grant for the Construction of Science and Engineering South Addition (Engineering) at Chicago Circle and designating James E. Osborn, Director of Business Affairs at Chicago Circle, as the officer authorized to file the application on behalf of the University for construction at Chicago Circle. Resolution A u t h o r i z i n g t h e F i l i n g of Application for G r a n t F u n d s U n d e r T i t l e I I of t h e H i g h e r E d u c a t i o n Facilities A c t of 1963 WHEREAS, the U.S. Commissioner of Education is authorized under the Higher Education Facilities Act of 1963 to grant funds for the construction, rehabilitation, and improvement of certain academic and related facilities; and WHEREAS, The Board of Trustees of the University of Illinois, the governing body of the University of Illinois, hereinafter called the Applicant, is cognizant of the conditions under which such grant funds are made available and approved for payment to an applicant; and WHEREAS, it is the sense of the governing body of the Applicant that it is desirable to apply for a grant under Title I I of the aforementioned act for the project described as follows : Construction of Science and Engineering South Addition (Engineering) at Chicago Circle Now, therefore, be it Resolved, that an application for the project described above is authorized and directed to be filed with the Office of Education, Department of Health, Education, and Welfare, United States of America; and be it further Resolved, that The Board of Trustees of the University of Illinois designates James E. Osborn, Director of Business Affairs, Chicago Circle Campus, as the officer authorized to file the application and act as the representative of this Board in connection with said application. Signed

On motion of Mr. Williamson the foregoing resolution was adopted.

CONTRACT WITH BOARD O F EDUCATION O F THE CITY OF CHICAGO (13) T h e Chancellor at Chicago Circle and the Vice President and Comptroller recommend award of a contract with the Board of Education of the City of Chicago in the amount of $11,713.75. This contract provides for reimbursement to the Board of Education for the services of one of their staff members, w h o will serve as Specialist in Education, as a supervisor of the student teachers of English. Funds are available from the College of Liberal Arts and Sciences unassigned salaries. I concur.
