of the approval of the internal budget for the year to which it relates. Appointments to graduate scholarships and fellowships in colleges and universities of the United States are made in the late winter and early spring, and it is necessary for the Graduate School to know what funds can be expended so as to make selections and recommend appointments of suitable candidates. The amount proposed is the same as for the current year. The Dean also recommends retention of the service requirement in appointments to scholarships and fellowships. This will mean that on recommendation of the department and approval of the Graduate School and with concurrent agreement by the scholar or fellow in question he may be called on for instructional or other service not to exceed one-quarter time in amount without any addition to his stipend. I concur in these recommendations and request an appropriation of $40,000 from funds of 1944-1945, provided that if the prospective graduate enrollment and the number of applications for scholarships and fellowships do not warrant this amount the appropriation will be reduced and the unused balance will lapse into the General Reserve. TENTATIVE DISTRIBUTION OF AIRPORT IMPROVEMENTS APPROPRIATION (11) The Director of the Physical Plant and the Comptroller submit the following proposed tentative distribution of the special state appropriation of $500,000 for Airport improvements: Administration Building $165 000 Hangars 250 000 General field expense 12 000 Water system 10 000 Farm buildings 4 000 Miscellaneous expense I 000 Total requests $442 000 Unassigned 58 000 Total appropriation $500 000 A preliminary assignment of $20,000 for engineering and architectural expense, approved by the Board October 29, 1943, has been redistributed among the above items. The Board has already appropriated the full appropriation subject to approval of contracts as major purchase orders, and the foregoing schedule is submitted for record and information as a working guide, and is subject to reconsideration based on conferences now in progress. O n m o t i o n of M r . M c K e l v e y , t h i s a s s i g n m e n t of f u n d s w a s a p p r o v e d as r e c o m m e n d e d . APPROPRIATION FOR ILLIN1 ROLL OF HONOR TABLET (12) The Executive Director of the Alumni Association has suggested that there be installed in the Illini Union Building an "Illini Roll of Honor" board on which will be inscribed the names of the University alumni who have given their lives in the service of their country during the war. T h e construction and installation of such a board will cost approximately $500. I recommend that an appropriation of $500 or so much thereof as may be necessary be made from the General Reserve fund for this purpose.
