The University Civil Service Committee has approved and transmits for your consideration and that of the Board of Trustees the enclosed Classification and Compensation Plan for Food Service Employees in Urbana and Champaign. In the Salary and Wage Policy approved by the Board of Trustees on June 19, 1943, these employees were included under the "cost of living" wage adjustment plan. Because of the increase in the requirements of the University for this service incident to the Army and Navy training programs and the general conditions of employment in Urbana and Champaign, this arrangement has not proved to be practicable. A careful survey of the problem was made by the departments concerned (Union Building, Residence Halls, McKinley Hospital, and H o m e Economics Cafeteria), and the revised schedule was prepared, approved by all the departments concerned, and accepted by representatives of various employee groups. T h e plan is based on minimum rates of pay indicated in the schedules, with automatic increases semi-annually during the first year of service and other raises by merit within the maximum of each grade, or promotion to a higher grade or classification. A copy of the schedule previously in effect also is enclosed. The University Civil Service Committee recommends that the revised classification and compensation plan, including the transfer of these employees from the cost-of-living group to the merit adjustment group, be approved as of September 1, 1943. K a r r a k e r , a l s o f o r t h e C o m m i t t e e o n Civil S e r v i c e a n d E m p l o y e e s , p r e s e n t e d t h e f o l l o w i n g r e c o m m e n d a t i o n s f r o m t h e U n i v e r s i t y Civil Service C o m m i t t e e : That the wages of groundsmen in the Physical Plant Department, Urbana, be increased from 66^ to 71^ an hour, effective September I, 1943, with the provision that for a probationary period of six months new employees may be paid 66(i an hour and further provision that future adjustments up and down will be in proportion to changes in the prevailing local wage for Class B construction labor. That the base rate of pay for agricultural laborers at Urbana be increased from 55(i to &5(f an hour, effective November I, 1943, with the provision that for a probationary period of six months new employees may be paid 6o0 per hour. It is understood that in both the Physical Plant Department and the College of Agriculture, approximately corresponding adjustments in rates for monthly employees, including foremen and supervisors, will also be necessary. DEAR M S . C U N N I N G H A M :

I should like to report to the Board of Trustees that through a bequest of the late Annetta Ayers Saunders of Chicago, the Foundation has acquired about $164,000. (The valuation at June 23, 1943, was $164,215.95.) Most of this is in high grade securities and is in addition to about $5,500 which the Foundation received in 1938 from the same estate. No formal action has been taken by the Foundation as to the use of these funds, but it was the sense of the meeting held October 14, 1943, that the principal sum be kept intact and that only the income be used.
