of Section Two ( 2 ) , Township Eighteen (18) North, Range Eight (8) East of the Third Principal Meridian, lying East of the West Seventy (70) acres of said Northwest Quarter ( N W J 4 ) , containing twenty-two and fifty-seven hundredths (22.57) acres more or less. Acre price, $300; total, $6,771; sellers to pay 1943 t a x e s ; earnest payment, $667; balance on approval of title and delivery of deed. Mr. F a r r stated that with the approval of these contracts, the purchase of 722.57 acres will have been arranged, at a total cost of approximately $245,280 for the land, to which is to be added approximately $1,200 title expenses, $542 appraisals, and the fees of the attorneys and negotiators; that there remain to be purchased 3 acres of the Ross farm and 40 acres from Troutman, making 765.57 acres in all. On motion of Mr. Jensen, the contracts for the purchase of the Hall and McMahon land were approved, and the President and the Secretary were authorized to execute them, and the Comptroller to make the necessary payments. On motion of Mr. Jensen, the proper officers were authorized and instructed to proceed immediately to take the necessary steps to secure the vacation of all easements for highways within the area of the airport. It was the opinion of the Executive Committee that immediate steps should be taken to institute proceedings for condemnation of the forty acres owned by Mr. Troutman if he still refuses to sell at a reasonable price. Matters Presented for President Willard T h e Secretary presented the following matters at the request of the President of the University. Appropriation of Airport Improvements Fund (1) The Board of Trustees has given the Executive Committee authority to take all actions necessary in connection with the new airport (Minutes, August 30, 1943, page 489). I recommend that the Executive Committee appropriate the sum of $500,000, appropriated by the General Assembly for permanent improvements and equipment in connection with the Airport, for the purposes specified by the General Assembly, subject to the usual rules of the Board with respect to purchases, contracts, and other expenditures. At the request of Professor J. J. Doland, the supervising engineer, endorsed by the Director of the Physical Plant and the Comptroller, I further recommend that the sum of $20,000 be allotted from this appropriation for engineering investigations, travel, studies, preparation of designs and specifications related to the formulation of complete and adequate building requirements, incidental office expense, construction of models, and other items necessary for the development of an adequate program, with the understanding that any unused balance of this allotment will revert to the general appropriation. On motion of Mr. Jensen, this appropriation was made as recommended, by the following vote: Aye, Mr. Livingston, Mr. Davis, Mr. Jensen. Appropriation for D a m a g e s to Crops o n University Airport Area (2) T h e University entered into agreements with the owners and operators of the farms in the University of Illinois airport area whereby the latter granted permission to representatives of the University to go upon their lands for the purpose of making surveys and appraisals and the University agreed to reimburse them for any damages to crops. Such agreements were necessary to enable Civil Aeronautics Administration engineers to make surveys of the area, as well as for other purposes. The agreements provide that damages shall be determined by an appraiser representing the landowners and one representing the University; in the event the two do not agree, they shall appoint a third, and the decision of the majority shall prevail.
