K Pt03 T h e total estimated cost of this contract is approximately $59,472.00. T h e contract provides that the Company agrees to sell and the University agrees to buy whatever quantity of milk and milk products, and of the standard specified, is required in feeding army personnel in the Ice Rink mess hall. If, during the life of the contract, the Company is unable to furnish any product the University may buy it on the open market and charge the Company the difference between the price on the open market and the contract price. Specifications were sent to five dairies with a request for competitive quotations. T h e Rantoul Sanitary Milk Company is the only one which can supply the amount of products required. I concur. On motion of Mr. Jensen, this contract was authorized as recommended. Appointment of Professor H. T. Scovill as Acting Dean of College of Commerce and Business Administration (6) I recommend that Professor H . T. Scovill, Head of the Department of Business Organization and Operation, be appointed Acting Dean of the College of Commerce and Business Administration beginning September 16, 1943, and continuing until further notice, and that he be paid additional compensation for such service at the rate of $1,000 a year. On motion of Mr. Jensen, this appointment was made as recommended. Waiver of Thesis Deposit Requirement (7) A candidate for the degree of Doctor of Philosophy is required to deposit $75 with the University to assure later publication of his thesis. This money is refunded if the student publishes his thesis, or a suitable abstract thereof, and supplies the Graduate School with 100 copies. Several graduate students, particularly in Chemistry and Physics, are engaged in confidential research work on war problems which the University is doing for the Federal Government. T h e r e are many cases in which this confidential research involves all the elements of science and educational training which meet the thesis requirements for the degree of Doctor of Philosophy. Moreover, suitable members of the Graduate School faculty are themselves engaged in this research work and have been cleared by the Federal Government so that they have right of access to the confidential material. It is not possible for a graduate student engaged in such research work to publish a doctor's thesis or even an abstract of it. It is therefore obviously unfair to require the deposit for the printing of a thesis or abstract, and I therefore recommend that the Board authorize waiving this deposit on approval of the Dean of the Graduate School. On motion of Mr. Jensen, this recommendation was adopted. Appointment of Miss Marietta Stevenson as Professor of Social Administration (8) A report of the appointment of Miss Marietta Stevenson as Professor ot Social Administration on indefinite tenure beginning September I, 1943, at a salary of $5,500.
