BOARD OF TRUSTEES REPORT ON BIENNIAL APPROPRIATION BILL

(19) In accordance with the action of the Board of Trustees on May 23, appropriation bills were drafted covering the sums approved by the Board of Trustees as a basis for appropriation requests for the biennium 1943-1945. The bills were presented before the Appropriation Committees of both Houses and were accepted by both Committees. In view of approval by the Committees of the proposed appropriation for debt retirement, a reduction of $44,000 for the biennium was made in the total appropriation for operating expenses, this being the sum that can be saved as a result of the prepayment of these debt obligations. The resulting bill, as amended, was reported favorably by both Committees, the amounts being as shown in the attached schedule. Since that time, the bill has been passed by the Senate, and the Senate Bill has been substituted in the House for the original House Bill and without reference to Committee. The Senate Bill was passed Thursday in the House, and it now awaits the signature of the Governor. On motion of M r . Davis, the Board made record of its appreciation of the cooperative, intelligent, and understanding attitude toward the needs and problems of the University consistently maintained by Governor Dwight H . Green, the Budgetary Commission, Mr. George B. McKibben, Director of Finance, Lieutenant Governor H u g h W . Cross as President of the Senate, Mr. E l m e r J. Schnackenberg, Speaker of the H o u s e of Representatives, the chairmen of the Appropriation Committees, the majority leaders and the minority leaders of the Senate and the House, and the entire membership thereof, as shown by the record time in which the appropriation bills for the biennium beginning July 1, 1943, were considered and enacted into law, carrying the largest amounts ever made available for the support of the University of Illinois ; and the Secretary was instructed to send copies of this resolution to all persons concerned, and to request the Lieutenant Governor and the Speaker of the H o u s e to order it read to the Senate and the House of Representatives respectively.

PURCHASES RECOMMENDED

(20) A recommendation of the Comptroller that the following purchases be authorized. 1. Twelve hundred reams of Namelo book paper, 25x38, 7o#, for the Extension Service in Agriculture and Home Economics and the Office Supply Stores, for printing agricultural and engineering bulletins and circulars, from Dwight Bros. Paper Company, at the ceiling price at time of delivery; estimated cost, $6,720. I recommend that this order be placed in accordance with the above proposal, because I believe that unless we order this quantity we will be unable to obtain our requirements later on. This quantity together with our present stock should be about one year's supply. 2. Two new (1942) Chevrolet passenger cars for University police patrol service, to replace Ford cars purchased in May, 1942, each of which has been driven approximately 55,000 miles, from the Sullivan Chevrolet Company, Champaign, Illinois, at a price of $2,526.80, less an allowance of $1,305.42 for the used cars, or a net delivered price of $1,221.38. All local dealers were invited to submit quotations. The only suitable cars available are those offered by the Sullivan Chevrolet Company, the only other car in dealers' stocks being a Hudson deluxe type car at a considerably higher price. The cars will be for the police service of the Physical Plant Department. Funds are available in the budget of the Department for these replacements. T h e Comptroller presented this item. O n motion of M r . Davis, these purchases were authorized as recommended.
