SERVICES OF A. C. W1LLARD ON CIVILIAN ADVISORY STAFF OF CHIEF OF O R D N A N C E AND ON WAR PRODUCTION COMMITTEE OF A. S. M. E.(1) W i t h the approval of the President of the Board of Trustees, I have accepted service on the Civilian Advisory Staff of the Chief of Ordnance, Military Training Division, the first meeting of which was held at Aberdeen, Maryland, on July 1 and 2. It is anticipated that this service will require four or five days a year, although it may possibly require more time. F o r the past two years I have also been serving as a member of the Committee on National Defense, now known as the " W a r Production Committee" of the American Society of Mechanical Engineers. The function of this Committee is to render scientific and professional services of a confidential nature to the armed forces and other agencies of the United States in connection with the prosecution of the war. Attendance at meetings of this Committee is at University expense and may be considered as a contribution from the University. I respectfully request authorization of these services. O n m o t i o n of M r . C l e a r y , t h e P r e s i d e n t of t h e U n i v e r s i t y w a s authorized to continue these services. OUTSIDE SERVICES OF RETIRED MEMBERS OF THE FACULTY (2) T h e following retired members of the faculty have requested authority to accept temporary teaching positions at other institutions: 1. Dr. Charles T. Knipp, Professor of Physics, Emeritus, a professorship on one-half time at Rollins College in Florida, for the academic year 1942-1943, with a salary of $2,500, substituting for a member of the staff who has gone into military service. 2. Dr. Ernest L. Bogart, Professor of Economics, Emeritus, to accept reappointment as Lecturer in Economics on a part-time basis at New York University, for the academic year 1942-1943, for which he will be paid a small stipend. H e was given permission last year to accept a similar appointment for the year 1941-1942. Both of these men retired under and are subject to the provisions of the old regulations of the Board providing for retiring allowances and death benefits which became effective September 1, 1925, as amended. These regulations provide that "all members of the staff retired hereunder shall be subject to call by the Board of Trustees for the performance of such specific duties for the University as shall be assigned to them by the President of the University." The implication of this provision is that no member of the staff shall accept a position elsewhere without authorization by the University, on the theory that the University of Illinois should have first call on his services. T h e Board on January 20, 1938, amended the provisions of the old retirement system as follows: " T h e Board deems it sound University policy that members of its teaching, research, extension, or administrative staffs, who have retired in conformity with the plan now in operation at the University, should not enter into contracts binding themselves to full-time service in or with another institution or company, and on a full-time salary basis, unless, during such proposed service, they are willing to waive the compensation to which the retirement plan would entitle them in the absence of such employment. Any retired member of the teaching, research, extension, or administrative staff contemplating such employment should apply to the President of the University for leave of absence without pay during such time as the employment is to continue. On the termination of such employment, the retired staff member shall be entitled to receive the retirement compensation in the usual course." T h e Heads of the Departments of Physics and Economics report that they contemplate no need at the University of Illinois for the services of Professors Knipp and Bogart. I recommend that they be authorized to accept the positions indicated. The cases of Professors Bogart and Knipp are comparable to that of Professor John A. Fairlie. O n m o t i o n of M r s .
