I recommend the Board authorize the return of Mr. Hammel to University employment and I am submitting this case to the Board because it raises a question of policy.

On motion of Mr. Nickell, the Board of Trustees of the Retirement System of Illinois was requested to study this matter and to make a recommendation to this Board.

EXTENSION OF TEMPORARY SALARY AND WAGE INCREASES (20) On November 27, 1942, the Board of Trustees approved a temporary increase in compensation for employees on an annual full-time rate of not over $i,8oo a year. This increase was applicable from January 1 to June 30, 1943. An appropriation of $75,000 was made to carry out the action. T h e actual amount required to carry out this plan of increases for the six months ending June 30, 1943, will be only $53,923. Approximately $11,598 would be required to extend it to August 31, 1943, so that a sufficient balance remains in the original appropriation to make such an extension. It is hoped, from funds secured for next biennium, to make permanent adjustments for this group of employees as well as other groups not later than September 1, 1943I recommend that temporary salary and wages increases provided under the plan approved November 27, 1942 (Minutes, page 177), be extended to August 31, 1943-

On motion of Mr. Jensen, this extension was authorized.

SURVEYS OF HIGHER EDUCATION IN ILLINOIS (21) At the request of the Governor the State Department of Finance has made a survey of the organization and administration of higher education in Illinois. This is one phase of a general survey of administrative services which the Department is having made. T h e survey of higher education is covered by five reports, viz.: 1. T h e Junior College in Illinois ( u n d a t e d ) , by Dr. L. V. Koos of the University of Chicago. 2. Report on Teacher Education by State-Supported Institutions in Illinois (undated), by Dr. W. S. Gray of the University of Chicago. 3. T h e Administration of Publicly Controlled Higher Education in Illinois (February 16, 1943), by Dr. George A. W o r k s of the University of Chicago. 4. A State Board of Higher Education (April 8, 1943), by Dr. George A. W o r k s of the University of Chicago. 5. A State Board of Education (April 9, 1943), by Dr. George A. Works of the University of Chicago. The "Council of State-Supported Institutions of Higher Education in Illinois'" at a meeting held in Carbondale on April 5 gave consideration to these five reports and their implications. After a preliminary discussion the General Council appointed a committee of three representatives of the University of Illinois and one from each of the other five institutions to study the facts and recommendations contained in the reports and to submit its findings to the General Council. These findings were submitted to the General Council at a meeting in Chicago on May 3, and the subsequent report was unanimously approved for submission to the Board of Trustees of the University of Illinois and the Normal School Board, the governing bodies of the institutions concerned. I am, therefore, presenting a copy to each member of the Board, and copies will be sent to those who are not present at the meeting.

Consisting of representatives of the five state normal universities and teachers colleges and the University of Illinois who meet periodically to discuss problems of mutual interest and responsibility.
