BOARD OF TRUSTEES APPOINTMENT OF PROFESSOR F. B. SEELY TO CIVIL SERVICE COMMITTEE

(17) T h e Comptroller recommends that Professor F . B. Seely be appointed a member of the University Civil Service Committee to serve out the unexpired term of Professor H . W . Bailey, which expires December 15, 1943. (Professor Bailey has been given leave of absence to enable him to undertake special work relating to the S.T.A.R. program at the University.)

On motion of Mr. Nickell, this appointment was made as recommended.

LEGISLATION AUTHORIZING BOND ISSUES M r . Davis, for the F i n a n c e Committee, reported as follows: T h e 62nd General A s s e m b l y passed two acts a u t h o r i z i n g the B o a r d of Trustees of the University to issue bonds for new buildings and for refinancing of existing obligations. T h e Board took advantage of this legislation to refinance the Medical and Dental Building loan. T h e other loan needing attention is that on the Illini Union Building. T h e terms of the mortgage on this building provide that no refinancing of the loan can be carried out before April 1, 1045. In the meantime, the legislation will expire on June 30, 1943, unless extended. T h e Finance Committee recommends that the Board of Trustees authorize officials of the University to secure introduction of bills extending these Acts for another two-year period. O n m o t i o n of M r . D a v i s , t h i s a u t h o r i t y w a s g r a n t e d a s r e c o m mended. REPORT OF FINANCE COMMITTEE

Mr. Davis, for the Finance Committee, presented also the following recommendation.

T h e Comptroller has reported a cash balance of $47,988 in Student Loan Funds. Since it appears unlikely that this entire sum will be needed for loans in the near future, the Committee recommends that $23,000 be invested in United States of America 1%% bonds due March 15, 1945, at a price about 100.13, to yield 1.02%. This item is chosen from a list submitted by Mr. I. L. Porter, University Treasurer. O n m o t i o n of M r . D a v i s , t h i s i n v e s t m e n t w a s a u t h o r i z e d . A t t h i s point, the B o a r d w e n t into executive session to consider t h e following m a t t e r s p r e s e n t e d b y t h e P r e s i d e n t of t h e U n i v e r s i t y . WAGE RATES OF PHYSICAL PLANT EMPLOYEES

Mr. Jensen, for the Committee on Civil Service and Employees, presented the following recommendation.

T h e University Civil Service Committee recommends to the Board of Trustees Committee on Civil Service and Employees that that part of the action of the Board of Trustees of July 14, 1939, as recorded in the printed minutes of July 14, 1939, pages 371-373, the same being a Report of the Committee on Buildings and Grounds, which reads as follows: "The report was amended to provide wages for janitors and other labor groups (groundsmen, etc.) at the rate of time and a half for overtime and Sundays, and double time for holidays. T h e report as amended was adopted." be revised to read as follows: " T h e report was amended to provide that in those University operations in which continuous seven-day work is essential because of the character of the services furnished, the work week will be set so that Sunday becomes a part of the regular work week; however, the work of Groundsmen and Janitors in Urbana is not considered as work in which seven-day service is essential and in these groups the work week will start on Monday, and time and one-half will be paid for overtime and Sundays, and double time for holidays. The report as amended was adopted."
