APPROPRIATION FOR PURCHASE OF MICROSCOPES (5) The Board on October 17, 1942 (Minutes, page 101), appropriated $10,000 from the General Reserve Fund for the purchase of microscopes to be rented to medical and dental students. Previously students purchased or rented microscopes from dealers, but the shortage of such instruments for the proper instruction of medical students made it necessary that the University secure an adequate supply to safeguard the situation. It was indicated at the time the appropriation was made that the acquisition of microscopes would be continued until a sufficient number were on hand to meet the requirements of all students who desired to rent rather than own such instruments. The Executive Dean of the Colleges of Medicine, Dentistry, and Pharmacy recommends that a supplementary appropriation of $4,000 be made for the purchase of additional instruments. I concur in this recommendation.

The Comptroller presented this item. On motion of Mr. Jensen, this appropriation was made, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mr. Jensen, Mr. Livingston, Mr. McKelvey, Mr. Nickell; no, none; absent, Mr. Green, Mrs. Grigsby, Mr. Karraker, Dr. Luken, Dr. Meyer.

APPROPRIATION TO BUSINESS OFFICE FOR INVENTORY RECORD SYSTEM (6) The Comptroller requests a special appropriation of $2,850 for modernizing and improving the inventory record of movable equipment. Under the University Statutes he is required to maintain a suitable record of all such property. The present record system, although not wholly inadequate, is not as complete and accurate as it should be. T h e Booz, Fry, Allen, and Hamilton Survey of Business Administration and Organization of the University of Illinois recommended certain improvements in this system. Solution of the problem involves ( a ) an initial outlay to put the records in current condition for efficient operation, and (b) some increase in the operating budget of the Business Office which has been anticipated in preliminary budgets for the next biennium. The special appropriation requested herein is for the following non-recurring expenditures: for employment of a man to do the necessary system work, $850; for punching approximately 150,000 record cards including labor and forms, $1,850; for filing equipment, $150. I recommend that this appropriation be made from the General Reserve Fund and that any unexpended balance as of June 30, 1943, be reappropriated for the fiscal year beginning July I, 1943.
