BOARD OF T R U S T E E S

In each department organized with a chairman that officer is responsible for the formulation and execution of the departmental policies and the execution of university and college policies in so far as they affect the department; he shall have the power to act independently in such matters as are delegated to him by the executive committee; . . . The chairman together with the executive committee is responsible for the work of the department and for the quality and efficient progress of that work. In the administration of his office the chairman shall recognize the individual responsibility of other members of the department for the discharge of the duties committed to them by their appointments, and allow proper scope to the ability and initiative of all members of the department." T h e S t a t u t e s of 1936 p r o v i d e f u r t h e r : On the written request of at least one-fourth of the members of the department of the rank of assistant professor and above . . . to change the form of organization of the department, it shall be the duty of the dean to call a meeting to poll by ballot the members of the department of the rank of assistant professor and above, and transmit the result of the vote to these members of the department and to the President together with his recommendation, and if a change of organization is advised, the President shall thereupon make a recommendation to the Board of Trustees." T h e D e p a r t m e n t of H i s t o r y h a s j u s t c h a n g e d from c h a i r m a n s h i p t o h e a d ship a f t e r h a v i n g h a d a c h a i r m a n for s o m e t h i n g m o r e t h a n o n e year. T h e D e p a r t m e n t of Zoology w a s o r g a n i z e d u n d e r a c h a i r m a n for about a y e a r a n d a half a n d n o w h a s r e t u r n e d to the h e a d s h i p plan. S i m i l a r changes h a v e o c c u r r e d in some other departments. The College Faculty In t h e U n i v e r s i t y S t a t u t e s a s a d o p t e d in D e c e m b e r , 1908, it was provided: The faculty of each college or school may exercise legislative functions touching any matter appertaining exclusively to the internal work of that college and the progress of students therein.
