APPROPRIATION FOR UNIVERSITY COUNCIL OF DEFENSE (15) T h e Board of Trustees on June 20, 1042, appropriated $1,600 to the University Council of Defense for its activities. T h e original estimate for its program was prepared before the Council had sufficient information on what would be expected of the University in training workers to meet the requirements of the Office of Civilian Defense. During the summer 738 staff members completed a course of training and were certified by the State Office of Civilian Defense. A new course of training is now under way, and 725 additional staff members are receiving training. T h e present program will also include a number of students. On the basis of present information it is estimated that the total annual cost of this program will be approximately $3,600. There is a balance in the present appropriation of $850. As the operating cost for the balance of the current fiscal year is estimated at $2,750, the Council requests a supplementary appropriation of $1,000. I recommend that a supplementary assignment of $1,900 be made from the General Reserve Fund to the University Council of Defense. O n m o t i o n of M r . REVISED BUDGET FOR CHICAGO ILLIN1 U N I O N BUILDING (16) Certain changes in the budget and organization of the Chicago Illini Union Building (Minutes, June 20, 1942, page 1116) have been found necessary in order to meet the request of the Alumni Association to release Miss Mildred Fisher, who has been serving as Manager of the building, to take charge of the new Illini Center which has been opened by the Alumni Association in the LaSalle Hotel, Chicago. It is proposed to put Miss Margaret Johnson, now Food Service Manager of the Building at a salary of $3,000, in general charge of the entire building at a salary of $3,600. One-half of Miss Johnson's salary will be charged to the building budget and one-half to the food service budget. Assisting her in the recreational and social program of the building will be F . W . Kasch, Recreational Director, now at $1,800, for whom a salary of $2,200 is proposed, and Miss Flizabeth Bullwinkel, now desk clerk at $1,320, to be Social Secretary at a salary of $1,620. This budget covers general building operations only. T h e food service is operated as a separate budget, and thus far has been self-supporting. Present conditions relating to food, cost of labor, and volume of business may result in a deficit in this activity for the coming year. T h e revised budget is submitted by the Director of the Physical Plant and is endorsed by the Executive Dean and the Comptroller. I recommend approval and an additional appropriation of $3,720 from the budget income reserve to cover it. This will make a total appropriation of $9,983 from University funds for the year beginning July I, 1942. T h e appropriation for the corresponding period of 1941-1942 was $10,725.
